The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next-generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.     

The Platform branch within DDD is accountable for supporting ministry programs through the planning, development, delivery and operations of user-centered common platform services. The branch builds and develops common platforms and data services that enable product teams to deliver working software that meets the needs of their users. 

Role Responsibilities

The Platform branch is looking for an Identity and Access Management (IAM) Specialist. This position will report directly to the Manager of IAM.

The responsibilities for this role include:

IAM Practice and Governance 

  • Contributing to the development of consistent and collaborative IAM practices and standards.
  • Promoting and providing awareness and education on IAM topics and their value.
  • Communicating, developing, and maintaining effective and productive relationships with a wide variety of both internal and external stakeholders to identify IAM issues and provide solutions in a timely manner.
  • Providing recommendations to senior leaders to improve governance standards and practice.
  • Integrating with and providing expertise on IAM topics (e.g., to shape policy, or project prioritization).


IAM Design and Development 

  • Providing IAM advice and expertise to product teams.
  • Providing expert advice and consultation with respect to digital trust solutions on new or existing projects.
  • Working collaboratively with leadership to help develop solutions and options to address complex business challenges and policy issues.
  • Assisting leadership to explore business opportunities that advance the strategic roadmap and enable business improvement, cost-effectiveness, efficiencies, and other improvements through product delivery.
  • Identifying and analyzing alternative courses of action, coordinating the resolution of issues, identifying changes, and implementing resolutions.
  • Providing project updates to branch leaders.


Support the Manager Lead and Director in achieving Unit goals and priorities

  • Providing insight and recommendations on issues, opportunities, and challenges in IAM.
  • Working collaboratively with team, unit and branch staff to ensure appropriate coordination and integration of branch functions and delivery of products, tools, processes, and services.
  • Establishing and maintaining relationships with department and GoA representatives, stakeholders, and partners.
  • Representing the branch and/or the division on department working groups and committees with diverse mandates and responsibilities.
  • Developing content for reports, responses to queries etc.

Qualifications

Requirements:

  • A University degree in a related field such as Computing Science or Management Information Systems.
  • Four (4) years of related experience in cloud development and digital delivery approaches.
  • Experience in IAM topics and projects.
  • Knowledge of and ability to apply software development methodologies and project management knowledge and skills.
  • Experience in using Relational Database Management Systems (e.g. MS SQL Server, MySQL) and using Structured Query Language (SQL) to support application development and reporting needs.
  • Experience in performing application development and application maintenance using modern programming languages (e.g. .NET, Python, JavaScript).
  • Experience in applying DevOps principles and utilizing tooling to facilitate application deployment using automation for continuous integration and continuous delivery.
  • Experience in creating and writing user manuals, technical and architecture specifications, privacy and security assessments, and other supporting documents needed to understand and define the products and services being offered.


Equivalencies:

  • A related two-year diploma in related discipline from a recognized post-secondary institution and six (6) years related experience; or
  • A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.


Assets:

  • Experience in user centred digital delivery.
  • Knowledge of current GoA programs and services and how IAM solutions can be leveraged (e.g., Alberta.ca Account, Provincial Education Directory, Secure Identity & Access Management System, etc.). 
  • Knowledge of Agile delivery approaches including the fundamentals of service design, human-centered design, and continuous delivery of value. 
  • Ability to apply the principles of user-centred analysis; can identify who users are and what their needs are, based on evidence. 
  • Knowledge in IAM product suites (e.g., ForgeRock, Microsoft Entra, Keycloak).

Location: Edmonton (Remote across Alberta)

Note: This competition will be used to fill multiple Identity and Access Management positions.
