Position Description

Anoka County is seeking a Human Resources Business Partner (HRBP) with a primary focus on digital communications. This role provides strategic human resources consultation and support to a department and coordinates alignment of county and department HR objectives with employees and management. The Human Resources Business Partner counsels on a variety of topics including recruitment, selection, classification, compensation, benefits, training and employee relations.

The Human Resources Business Partner, with a primary focus on digital communications, will play a key role in creating visually engaging and effective designs for a wide range of internal materials. This role requires a blend of creative design skills, an understanding of user-centered design, and the ability to transform complex data into clear and visually appealing content.

This is a full-time, exempt, hybrid position based at the Anoka County Government Center. Interviews will take place during the week of April 28th, 2025, for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $64,480.00 to $77,355.20 ($31.00 to $37.19 per hour).

  • 2025 Anoka County Salary Schedule Grade 32: $64,480.00 to $90,230.40 ($31.00 to $43.38 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities

  • Create clear and visually appealing content such as infographics, PowerPoints, job aids, and internal and external materials that support organizational development initiatives.

  • Manage and maintain the HR intranet presence by designing and updating internal pages to ensure content is accurate, accessible, and aligned with organizational branding.

  • Work closely with subject matter experts to understand content needs and ensure materials are visually engaging, easy to understand, and effectively managed through consistent version control and documentation practices.

  • Provide strategic counsel on a wide range of HR programs such as employment, compensation, EEO, training, benefits, personnel records, and employee relations using county policy and procedure to solve issues. Ensure all employment practices comply with federal, state, and local regulations and labor agreements.

  • Develop and consult on training and performance management programs as needed to ensure all employees are familiar with their job responsibilities.

  • Oversee the updates, maintenance and dissemination of job descriptions and job postings, ensuring they are accurate and compliant with federal, state, and local laws. Assist in the interpretation of job responsibilities, policies, and procedures.

  • Conduct investigations and advise management on the resolution of employee issues, concerns and/or conflicts. Make recommendations on corrective action, terminations, employee concerns, training, and organizational changes.

  • Support HR Department in the development of objectives, county goals, performance management and policies and procedures. Define and execute HR strategies to accomplish county and department objectives. Develop workforce plans and maintain an understanding of external trends and issues that may impact county workforce targets.

  • Evaluate and anticipate department HR-related needs and communicate needs with the HR Department and county leadership.

  • Serve as the liaison between employees and vendors in providing technical assistance in resolving questions/issues.

  • Provide leadership, coaching, and/or mentoring to a subordinate group as assigned.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree and at least 2 years of job-related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Business Administration, Human Resources, or related field

  • Experience in Human Resources and knowledge of Human Resources principles and HR administration

  • Knowledge of Equal Employment Opportunities and federal, state, and local employment laws

  • Analytical and problem-solving skills

  • Ability to resolve conflicts and handle confidential information with discretion

  • Strong skills in graphic design and digital content creation tools such as Adobe Creative Suite (Photoshop, Illustrator, InDesign), Canva, or other design platforms to produce high-quality materials

  • Exceptional written communication skills with the ability to simplify complex HR concepts, policies, and data into clear, concise, and visually engaging content for internal audiences

  • Strong project management skills with the ability to handle multiple initiatives simultaneously, meet deadlines, and work collaboratively with cross-functional teams to achieve communication goals

Physical Demands and Work Conditions

  • Standard office environment.

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment.

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
