Description

The Program Manager provides management, direction, administration, quality assurance, and leadership for the execution of the overall program. Specific responsibilities include:


  • Providing integrated program and project management expertise to ensure project objectives are met within scope, schedule, cost, and quality constraints and in alignment with an Agile Methodology (e.g., the SAFe Agile framework).
  • Providing IT project and portfolio management with clear visibility into statuses of projects, managing risks and issues and ensuring timely resolution, assisting in coordinating projects and their interdependencies, and managing stakeholder communications across Ginnie Mae and their business partners.
  • Serving as the contractor team Primary Point-of-Contact with all HUD stakeholders
  • Allocating resources effectively to meet daily and weekly stakeholder priorities
  • Ensuring the delivery of high-quality, on-time deliverables
  • Maintaining adequate staffing levels through mature retention techniques to ensure mission continuity
  • Performing risk identification and mitigation
  • Meeting all contractual performance requirements
  • Performing subcontract management

Requirements


Education/Experience:

  • Bachelor’s degree in computer science, Engineering, IT Systems, IT Management, or a similar discipline.


Certifications:

  • Certified Project Management Professional (PMP) or equivalent (Required)
  • ITILv4 (Desired)


Required Skills & Qualifications

  • Management, leadership, and administrative experience managing a task order of similar size, scope, complexity as this program ($50M-$150M) within asset-backed, mortgage-backed securitization environment in either the private or public sector.
  • Information technology management experience working on complex integrated IT software development programs and solutions that involve multiple vendors.
  • Five (5) plus years of knowledge in Enterprise Transformation efforts, through directing, managing, implementing, and executing business and technology related solutions and project teams with the ability to execute strategy and
  • deliverables.
  • Knowledge of Infrastructure Operations, including expertise in Cloud services, cloud operations, cloud migration, and public, private, and hybrid cloud types.
  • Five (5) plus years of expertise in managing a team in delivering on all phases of the Software Development Life Cycle (SDLC), including needs, requirements, business process and advisory services, as well as software development, execution, and deployment.
  • The candidate should also have experience in managing teams in Agile SDLC, DevSecOps, and information security and complying with government regulations.
  • Experience with the HUD's PPM Life Cycle V2.0 (Desired)
  • Experience with PeopleSoft and Salesforce applications (Desired)
  • Significant experience with industry-standard and best practices regarding quality assurance and quality control principles and techniques (Desired)
  • Experience with Ginnie Mae systems, applications, and operations and/or equivalent in the secondary mortgage capital market (Desired)

  • In order to meet the clearance requirements for this opportunity, candidates must be Authorized to work in the US

  • Public Trust background investigations can take approximately four to eight weeks and require fingerprinting.
