HUD IV&V Program Director

The IV&V Program Director will lead all program IV&V activities. This position in contingent upon award. Specific responsibilities include:

• Developing rigorous independent verification and validation of MBS Securitization Platform work products, requirements, applications, and systems to ensure project objectives are met
• Ensuring appropriate quality is being delivered by Ginnie Mae's development and implementation contractors
• Ensuring work products comply with the development process standards
• Ensuring requirements are identified, documented, tracked, validated, and verified so that the
• Modernization and Business Transformation efforts are effective
• Delivering IV&V and testing support services using industry best practices for processes, work products, applications, data/databases, web services and other Ginnie Mae IT technical environment changes
• Developing and maintaining all IV&V testing deliverables using a secured repository such as SharePoint
• Developing an IV&V project management plan, including recommendations for adequate staff; staff skills, positions, and abilities; a methodology for conducting IV&V reviews; equipment resources; training and facilities; and functional responsibility and authority within a structured project organization.
• Generating reports that will alert Ginnie Mae to risks or issues that may result in schedule, scope, cost expansion and a decline in quality.

Education/Experience:

Bachelor’s degree in computer science, Engineering, IT Systems, IT Management, or a similar discipline.

Certifications:

Project Management Professional (PMP) or Master Project Management (MPM) certification or an industry equivalent (Required)

Required Skills & Qualifications:

• Ten (10) plus years of experience working on a contract of similar size, scope, complexity, as this program ($50M-$150M) within asset-backed, mortgage-backed securitization in either the private or public sector.
• Ten (10) plus years of knowledge in (1) evaluating existing systems and providing technical direction to IT support staff, (2) overseeing the development of customized software and hardware requirement, and (3) planning and implementing systems automation as required for better efficiency.
• Experience in supporting and directing user acceptance testing efforts.
• Extensive experience in providing IV&V user services, specifically in the secondary mortgage market and federal government sector.
• Five (5) plus years of IV&V project and program management for a government sector with experience leading multi-year efforts and at least 3 projects occurring in parallel.
• Knowledge of Infrastructure Operations, including expertise in Cloud services, cloud operations, and cloud migration and public, private, and hybrid cloud types.
• Experience with the HUDs PPM Life Cycle V2.0 (Desired)
• Experience with PeopleSoft and Salesforce applications (Desired)
• Significant experience with industry-standard and best practices regarding quality assurance and quality control principles and techniques (Desired)
• Experience with Ginnie Mae systems, applications, and operations and/or equivalent in the secondary mortgage capital market (Desired)

• The salary for this position is $85,000 - $150,000 annually
