Cotton combines this diverse suite of services with top talent, innovative technology, and a large inventory of company-owned assets, to offer clients a total solutions package in support of disaster events and large development projects, including complex work environments. Summary Reports to Cotton’s HSE Manager.  This person will be responsible for rolling out assigned safety, health and environmental objectives, materials, and environments to achieve safety management effectiveness for the Market.  Facilitate and maintain Cotton’s HSE programs and solutions in support of those objectives as well as support and drive national and region strategic initiatives.

Key Responsibilities

  • Assist in the development and implementation of the Cotton HSE Management System
  • Effectively communicate with operational, divisional and/or company leadership regarding HSE metrics, programs and policies implementation, and compliance of governmental regulations
  • Responsible for applying safety efforts that effectively communicate and support company policies consistently with a key focus on incident prevention and loss abatement.
  • Support operations personnel in development of Site-Specific Safety Plan and Job Hazard Analysis as applicable
  • Conduct on-site risk assessments and Job Hazard Analysis to identify potential hazards to our employees, clients, the public, and the environment.
  • Ensure compliance of employees and contractors at job sites with HSE regulations and company policy
  • Stop work where violations of HSE policy or regulation can be seen and consult with operations personnel to council employees/contractors as appropriate.   
  • Conduct safety meetings and toolbox talks with employees and contractors.
  • Conduct site inspections, assessments and/or audits to verify compliance with HSE regulations and company policy.   
  • Apply controls to mitigate identified risks.
  • Enforce policy, provide coaching, get expectations, and provide resources to the operating team to sustain successful operations.
  • Conduct incident investigations, identify root causes, and recommend corrective/preventive actions.
  • Conduct safety training/refresher training with employees.
  • Provide recommendations for onsite safety improvements.
  • Interact with customers and applicable local/state/federal officials when needed.
  • Maintain compliance with all OSHA Recordkeeping requirements, including but limited to OSHA 300 logs, training records, and other compliance programs requirements specified in 29 CFR 1910 and 1926, where applicable.
  • Facilitate implementation of safe work techniques, effective safety methods, and processes, evaluating performance management, training, and regulatory compliance. 
  • Participate in regularly scheduled safety audits, risk assessments, inspections, training, and meetings to determine the effectiveness of safety and accident prevention activities.
  • Drive the evolution of the organization's safety culture by ensuring that all business strategies and safety initiatives align with the organization's vision, mission, and goals. 
  • Maintain knowledge of safety, health, and environmental regulations at all levels of government, including federal, state, and local.
  • Possess the ability to evaluate, document, and report on compliance with policies, procedures, rules, and regulations to ensure operational compliance.
  • Successful implementation of injury reduction initiatives.
  • Actively partner with Ops and provide needed support.
  • Design and implement controls to mitigate identified risks.
  • Enforce policy, recognize desired behaviors, or provide coaching to Ops.
  • Align market priorities with organizational goals and objectives.

Skills, Knowledge and Expertise

Education:
  • Bachelor’s degree or equivalent (preferred) in Safety Management, Safety Engineering, Occupational Safety and Health Technology, Environmental Science or a related field.
  •  Professional safety certifications preferred.

Experience:
  •  Requires 2-5 years of experience progressively responsible in the field of Safety, Environmental, and Risk Management.
  •  Experience in Construction industry preferred.
  •  Experience in General industry (i.e., warehousing, manufacturing, etc.) a plus.
  •  Background in environmental is a plus.

Knowledge and Skills
  •  Ability to effectively support a large multi-site workforce.
  •  Working knowledge of federal and state regulations pertaining to Health, Safety, and Environmental regulations.
  •  Basic knowledge of injury prevention strategies.
  •  Proficient skills in project and time management.
  •  Ability to compile technical data and prepare technical and analytical reports.
  •  Ability to develop and conduct effective health, safety and environmental training programs and meetings. 
  •  Skilled in project management, problem-solving techniques and communicating ideas and instructions clearly.
  •  Skilled in directing activities and operations of others, including activities involving hazardous situations.
  •  Proficient in Microsoft Office Suite applications
