Job Summary:

This position will serve in a strategic role reporting to the State Land Commissioner.

The HR Manager will perform professional level work of considerable difficultly leading and managing the day to day operations of all aspects of Human Resources including develop and administer agency policies and procedures as they relate to HR, staffing, recruiting, employees relations, benefits, EEO, ADA, FMLA, workers' compensation, discipline, operations, performance management, program administration and oversight of HRIS/AZ360 data entry.

The position provides guidance and makes recommendations on HR matters to all staff levels, including the Commissioner, Deputy Commissioners, Chief Administrative Officer and Division Directors.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Responsible for all human resources matters, including but not limited to recruiting, hiring, on-boarding new staff, record-keeping, personnel file maintenance, personnel grievances/employee relations, discipline, terminations, transfers, RIFs, salary adjustments, merit plans, position maintenance, classification and compensation, FMLA/ADA, overseeing performance management program, EEO complaint coordinator and providing benefit information to staff including enrollment guides, ASRS and EAP

• Areas of concentration include areas such as employee recognition, training and employee development, diversity/inclusion and special projects as directed by the Commissioner

• Participate as a strategic partner with Executive leadership to research, develop and implement HR policies and procedures approved by the Commissioner relating to Human Resources

• Provide strategic guidance and assistance to Commissioner concerning statewide and agency HR policy, Arizona State Personnel Rules and applicable state and federal laws

• Interface with educational institutions, organizations, and community groups to establish and maintain recruitment sources and/or for public relations purposes

• Perform a variety of related duties to support the Arizona State Land Department's strategic plan as it relates to the areas of Human Resources

• Research HR best practices and recommend changes to existing programs or establishment of new ones, as appropriate

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Concepts of strategic management, effective leadership principles, employee relations practices, recruitment, succession planning and continuous improvement

• General knowledge of procedures and rules governing other areas such as budgeting, procurement, IT, facilities, etc.

• Federal and state laws pertaining to Human Resources (FSLA, FMLA, ADA, Title VII, OSHA, etc.)

• State of Arizona and ADOA policies, procedures, and rules relating to human resources

• Human Resources best practices

• Interacting with a variety of individuals at various levels of an organization

Ability to:

Selective Preference(s):

• The ideal candidate will possess several years of progressively responsible experience as an HR generalist, with experience in all major areas of Human Resources

• Prefer Bachelor's degree in human resources, business or public administration, or a related field. Appropriate work related experience at the managerial level may substitute for the education preferences

• Prefer nationally recognized HR management certification (Human Resources Certification Institute, Society for Human Resources Management, or International Public Management Association for Human Resources)

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).

• Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute

• Enrollment eligibility will become effective after 27 weeks of employment

• The current contribution rate is 12.27%
