IEM is searching for a Full Time- Hazard Mitigation Planner II 

 

Primary Location:

  • Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

 

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings

 

Essential Functions:

  • Participate in the development and updating of:
    1. Local, State, and Tribal Hazard Mitigation Plans
    2. Resiliency and Climate Adaptation Plans
    3. Implementation Plans
  • Work in a team environment with staff members from various disciplines to perform a range of planning functions.
  • Collect and analyze data related to hazard mitigation planning, community development, economic development, infrastructure, and land use.
  • Perform technical writing, review, and analysis of quantitative and qualitative data and information.
  • Review plans, reports, and other documents for relevant content.
  • Prepare written documents and reports based on data and information reviewed.
  • Participate in meetings with state, local, tribal and federal officials, elected officials, residents, business leaders and technical experts.
  • Perform risk assessment analyses of hazard data and write significant portions of planning documents.
  • Evaluate existing mitigation capabilities through research of local plans, regulations, policies and programs, and review of programs and documents. 
  • Assist with the identification and description of cost-effective, technically feasible, and environmentally sound mitigation actions.
  • Perform other research and writing tasks as necessary to support a wide range of planning and mitigation/resilience objectives and overall plan development.
  • Assist with proposal development and marketing.

 

Minimum Qualifications:

  • Three (3) years of experience developing Local, State, and Tribal Hazard Mitigation, Resiliency and Climate Adaptation, or Implementation Plans.
  • Bachelor’s degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field.
  • Legally authorized to work in the U.S.
  • Strong written and oral communications skills to support plan development and assist with meeting facilitation.
  • Ability to support multiple plan development projects simultaneously.
  • Proficiency with Microsoft Office software suite. 
  • Self-motivated respondents with the ability to work as part of a team and independently to build strong customer relationships.
  • Familiarity with the latest FEMA mitigation planning policy guidance. 
  • Experience with climate change, climate adaptation, or resiliency planning.
  • Experience with community outreach and engagement.
  • Understanding of potential funding sources to be used for hazard mitigation.
  • Completion of the following FEMA Independent Study courses or willingness to complete them within 3 months of hire:
  1. IS-100.C           Introduction to the Incident Command System, ICS 100
  2. IS-200.C           Basic Incident Command System for Initial Response
  3. IS-2700            National Mitigation Framework, an Introduction
  4. IS-318.A          Local Mitigation Planning Training
  5. IS-328              Plan Review for Local Mitigation Plans
  6. IS-329.A          State Mitigation Planning Training
  7. IS-350              Mitigation Planning for Tribal Communities
  8. IS-393.B           Introduction to Hazard Mitigation

Preferred Qualifications:

  • Master’s degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field.
  • Certifications including Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), or others; willingness to pursue relevant certifications is a plus.
  • Experience with ArcGIS and other relevant software products.
  • Bilingual in English and Spanish

Submission Requirements:

  • Be prepared to provide a writing sample illustrating personal content and style of planning, analysis, and/or technical writing.
