Currently, we are seeking a motivated, career and team-oriented Functional Design Lead (Recruiting and Onboarding) in support of The Department of Defense (DoD). This position will be remote.

Responsibilities include, but are not limited to:

  • Collaborate with HR stakeholders to understand and document the specific requirements for the recruiting module, including job requisition management, applicant tracking, and recruitment workflows.
  • Implement Workday recruiting time to hire, time to fill, job requisition workflows and candidate selection process steps
  • Implement and solution design onboarding processes, journeys, checklists and tasks for streamlined onboarding with no manual interventions
  • Analyze current recruiting processes and identify areas for improvement to ensure alignment with DoD policies and best practices.
  • Lead the design and configuration of the recruiting module within the HCM platform to meet the needs of DoD.
  • Ensure the recruiting solution integrates with other HR modules and systems effectively and complies with DoD regulations and standards.
  • Oversee the customization of the recruiting module to cater to unique needs, such as specialized job classifications or security clearance requirements.
  • Coordinate with technical teams to ensure smooth integration with external systems like job boards, background check providers, and other recruitment tools.
  • Develop and execute test plans for the recruiting module to verify that it functions correctly and meets user requirements.
  • Lead user acceptance testing (UAT) and address any issues or feedback from users to refine the system.
  • Provide training to HR staff and hiring managers on the new recruiting functionalities and best practices.
  • Develop user documentation and training materials to support the transition to the new system.
  • Work with HR teams to understand the specific onboarding needs, such as new hire orientation, document management, compliance training, and integration with other HR systems.
  • Assess current onboarding processes and propose improvements to enhance efficiency and compliance.
  • Lead the design and configuration of the onboarding module to streamline and enhance the new hire experience, ensuring alignment with DoD requirements and regulations.
  • Ensure the onboarding module integrates seamlessly with other HR functions and systems, including payroll and benefits administration.
  • Customize the onboarding module to accommodate DoD-specific requirements, such as security clearance processing or compliance with defense-related regulations.
  • Work with technical teams to integrate the onboarding module with external systems and databases as needed.
  • Develop and execute test plans for the onboarding module to ensure it meets functional requirements and user expectations.
  • Lead user acceptance testing (UAT) and make necessary adjustments based on feedback and test results.

Basic Qualifications:

  • Bachelor’s degree in computer science information systems or related technical degree plus and/or 5 years of comparable work experience
  • Must have experience implementing Workday HCM recruiting and onboarding modules
  • Understanding of latest development and data management techniques.
  • Proficient in Workday with active Workday certification
  • Familiarity with CoreHR functionalities and configurations within major HCM platforms
  • Proven track record of leading or participating in HCM platform implementations or upgrades, preferably within a government or defense context.
  • Experience in application security, including knowledge of security best practices, risk management, and vulnerability assessment.
  • Familiarity with DoD security requirements, privacy laws, and regulations (e.g., FISMA, NIST standards).
  • Experience in developing and managing incident response plans and security protocols.
  • Proficiency in security tools, encryption methods, and access control technologies.
  • Ability to conduct risk assessments and develop strategies to mitigate security threats.

Preferred Qualifications:

  • Experience in large-scale, multi-phase programs or projects, preferably in IT or HR modernization projects
  • Proven track record developing for HCM projects, including implementations of HR Information Systems (HRIS) or enterprise-level HR technology solutions
  • Prior experience working with federal agencies or understanding federal regulations and compliance requirements is highly desirable
  • Relevant professional certifications (e.g., Workday Pro.) can be advantageous.

Clearance Requirements:

  • US citizenship with current/active Secret clearance

Physical Requirements:

  • Must be able to remain in a stationary position 50%
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

The projected compensation range for this position is $130,500-$217,500. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
