Our Digital Transformation Consulting Division (DTD) specializes in high-end consulting that is solving the federal government’s hardest problems by delivering performance-based and outcome-driven digital transformation solutions. Currently, we are seeking a motivated, career and team-oriented Functional Designer (CoreHR and Application Security) in support of The Department of Defense (DoD). This position will be remote.

Responsibilities include, but are not limited to:

  • Collaborate with stakeholders to identify and document business requirements for CoreHR functions, such as employee management, payroll, benefits administration, and compliance.
  • Implement Workday Core HR structures such as Jobs, Departments, Grades etc, along with Employee structures such as Assignments to enable HR transactions such as promotions, transfers and Terminations
  • Analyze current systems and processes to recommend improvements and ensure alignment with DoD HR policies and procedures.
  • Lead the design and configuration of CoreHR modules within the HCM platform to meet the specific needs of the DoD.
  • Ensure the design integrates effectively with other modules and systems, adhering to best practices and DoD standards.
  • Oversee the customization of the HCM platform to address unique HR needs of DoD.
  • Coordinate with technical teams to ensure seamless integration with existing systems and third-party applications.
  • Develop and execute test plans to ensure the CoreHR module functions as intended.
  • Lead user acceptance testing (UAT) and address any issues or feedback from users to refine the system.
  • Provide training and support to HR personnel and end-users on the new CoreHR functionalities.
  • Develop documentation and user manuals to facilitate smooth adoption of the new system.
  • Define and document security requirements specific to the HCM platform, ensuring compliance with DoD security policies and regulations.
  • Conduct risk assessments and vulnerability analyses to identify potential security threats and mitigate risks.
  • Design and implement access control measures to protect sensitive HR data.
  • Manage user roles, permissions, and authentication processes to ensure secure access to the HCM platform.
  • Oversee the implementation of data protection mechanisms, including encryption, to safeguard confidential HR information.
  • Ensure that data handling practices comply with relevant privacy laws and DoD guidelines.
  • Develop and implement procedures for responding to security incidents or breaches related to the HCM platform.
  • Coordinate with security teams to investigate and resolve security issues promptly.
  • Maintain comprehensive documentation of security configurations, policies, and procedures.
  • Prepare reports on security status, incidents, and compliance for review by DoD leadership.

Basic Qualifications:

  • Bachelor’s degree in computer science information systems or related technical degree plus and/or 5 years of comparable work experience
  • Experience in implementing Workday Core HR and Security Modules
  • Understanding of latest development and data management techniques.
  • Proficient in Workday with active Workday certification
  • Familiarity with Core HR functionalities and configurations within major HCM platforms
  • Proven track record of leading or participating in HCM platform implementations or upgrades, preferably within a government or defense context.
  • Familiarity with DoD security requirements, privacy laws, and regulations (e.g., FISMA, NIST standards).
  • Experience in developing and managing incident response plans and security protocols
  • Proficiency in security tools, encryption methods, and access control technologies
  • Ability to conduct risk assessments and develop strategies to mitigate security threats

Preferred Qualifications:

  • Experience in large-scale, multi-phase programs or projects, preferably in IT or HR modernization projects
  • Proven track record developing for HCM projects, including implementations of HR Information Systems (HRIS) or enterprise-level HR technology solutions
  • Prior experience working with federal agencies or understanding federal regulations and compliance requirements is highly desirable

Clearance Requirements:

  • US citizenship with current/active Secret clearance

Physical Requirements:

  • Must be able to remain in a stationary position 50%
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

The projected compensation range for this position is $130,500-$217,500. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, ManTech invests in it’s employees beyond just compensation.
