ICF is seeking an experienced FINANCIAL SPECIALIST TEAM LEAD to provide leadership, management, and day-to-day supervision for financial specialists providing grants financial management training and technical assistance (TTA) to Alaska Native and American Indian organizations that receive Department of Justice (DOJ), Office of Justice Programs (OJP) grants. This opportunity will allow the Team Lead to support the DOJ/OJP in providing justice serving organizations with financial management training and increase grants management knowledge and skills.

This position is remote. This position requires up to 25% travel which encompasses travel to conduct site visits for grantees, visits to client offices, and to ICF offices in the DMV metro area.

This position requires an active Public Trust security clearance with the Office of Justice Programs.

Key Responsibilities:

  • Provide day-to-day leadership and management for the Financial Specialist Team.
  • Directly coordinate and provide financial management TTA (both remote/onsite) to grantees with complex needs to ensure they have the knowledge and resources needed to meet federal grants financial management requirements.
  • Maintain and support a positive work environment.
  • Maintain communication across all project teams and provide support and communication with OJP programs and staff when needed.
  • Work with project staff and teams to coordinate outreach, assessment, planning, technical assistance, data collection, data management, and reporting to support grantees and reporting requirements.
  • Evaluate employees and support them in enhancing service delivery to grantees.
  • Design and provide professional development to assist team members in improving skills and services to grantees.
  • Provide comprehensive and targeted financial management TTA to grantees and organizations including successful financial and accounting policy and procedure development and implementation.
  • Deliver both onsite/in-person and remote financial management training and technical assistance to grantees.
  • Support grantees with creating sustainable organizational financial management infrastructures.
  • Conduct assessments of the financial management capacity of grantees.
  • Conduct comprehensive reviews of existing financial and grants management tools.
  • Contribute to development of resources to assist with strengthening the organizational financial management capacity of grantees.
  • Work with the project team to develop plain language financial management resources.
  • Participate in regional meetings as needed.

Your Minimum Qualifications:

  • Bachelor's or Master’s degree in any finance, business administration, or accounting field from an accredited institution.
  • 6+ years of professional work experience in financial management, accounting, Federal grants management, business administration or organizational development-related disciplines.
  • 6+ years of experience planning, organizing, and managing the provision of direct technical assistance services to the field; evaluating curriculum or training; conducting needs assessments; or developing publications.
  • US citizenship required by federal government contract.
  • This position requires a Public Trust security clearance. Applicants will be subject to government security investigation to obtain clearance prior to the start date.

Additional qualifications we expect you to have:

  • Knowledge of national justice trends and initiatives, the organizations and individuals actively leading the field; and effective program and project implementation.
  • Experience with technologies that facilitate virtual meetings and communication.
  • Knowledge of the Department of Justice Financial Guide and OMB Uniform Requirements.
  • Demonstrated experience and ability in culturally appropriate grants financial management TTA, program design and planning, evaluation, change management, collaboration, research to practice, and leadership/staff development.
  • Ability to multi-task in a fast-paced environment, handle multiple priorities, provide a high attention to detail, and respond to challenges with a high degree of adaptability with comfort in establishing new directions and managing and adapting to change.
  • Demonstrated ability to foster partnership with multiple internal and external partners to help plan work, develop capacity, and ensure timely and effective project delivery
  • Advanced communication, writing, and interpersonal skills, including the ability to work successfully in teams and with people of diverse cultural backgrounds.

Preferred Qualifications:

  • At least one year of experience providing TTA to tribal Department of Justice grantees.
  • Deep understanding and appreciation of American Indian/Alaska Native (AI/AN) Tribal Governments, communities, cultures, and experience providing TTA to AI/AN audiences.
  • Experience supervising and managing others
  • Knowledge of Office of Justice Programs grant requirements.
  • Knowledgeable of social science research, evidence-based programs and practices and trends in the justice field.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$76,848.00 - $130,642.00
