Position Summary:

IEM is seeking a dedicated and detail-oriented, Full Time –Finance Specialist II (FS II), to assist in the financial management and reporting of IEM’s Energy Program Management and Monitoring services. The FS II will support the administration, monitoring, and compliance with federal regulations and reporting requirements for state and local energy grant and rebate programs.

 

Primary Location:

  • Several states, including CA, with potential for additional locations.
  • Hybrid work schedule: remote and in-office, based on business needs (1-5 days per week).
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements:

  • Travel may be required for work assignments or meetings.

Essential Functions:

  • Financial Process Management
    1. Assist in managing financial processes and ensuring compliance with federal payment procedures, eligible costs, procurement, and grant program administration.
    2. Prepare and update financial management policies, procedures, and process maps.
    3. Provide support for financial reporting, program closeouts, and cash management processes.
  • Risk and Internal Control Activities
    1. Assist in evaluating and documenting internal controls and financial management practices.
    2. Prepare risk and control matrices with limited supervision.
  • Financial Management and Reporting
    1. Conduct financial analyses, budgeting, forecasting, and variance reporting.
    2. Monitor expenditures to ensure alignment with budgets and program plans.
    3. Prepare and submit financial reports to federal agencies and stakeholders.
  • Payment / Draw Fund Disbursement Coordination
    1. Review and recommend approval or denial of client draws, ensuring compliance with guidelines.
    2. Maintain invoice checklists for each subrecipient agreement.
  • Financial Technical Assistance
    1. Provide support and guidance on required financial management practices and programmatic financial and performance reporting on federal obligations.
    2. Assist in training stakeholders on payment request processes.
    3. Help develop and update financial-management training materials, electronic budget tools, and financial-reporting templates.
  • Additional Duties
    1. Support quality control plans, monitoring, and audits.
    2. Report any suspected fraudulent acts following established policies.
    3. Perform other financial services duties as required to ensure program success.
    4. Participate in meetings and training sessions to stay current on best practices in grant compliance and management

Minimum Qualifications:

  • Three (3) + years of experience in grant financial management, preferably in energy or tax rebate programs.
  • Bachelor’s degree in Accounting, Finance, Public Administration, or a related field.
  • Intermediate knowledge of federal financial management for grants and tax rebates, particularly in energy programs. 
  • Strong analytical skills with attention to detail.
  • Commitment to ethical standards and transparency in grant administration.

Preferred Qualifications:

  • CPA, Internal Auditor, or other relevant credential in financial and internal control management.
  • Experience with one or more of the following programs:
    1. Energy Efficiency Revolving Loan Fund Capitalization Grant Program
    2. Energy Efficiency and Conservation Block Grant Program
    3. Grants for Charging and Fueling Infrastructure
    4. Home Efficiency Rebates Program
    5. Home Electrification and Appliance Rebates Program
    6. National Electric Vehicle Infrastructure (NEVI) Formula Program and Efficient Codes Implementation Grant Program
    7. Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grants to States and Indian Tribes
    8. State Energy Financing Institutions (SEFI) Supported Projects
    9. Solar for All Program
    10. Training for Residential Energy Contractors Grants
  • Experience in fund disbursement, risk assessments, and audit management.
  • Experience preparing and submitting reports to federal agencies and entering data as required into the Department of Energy’s PAGE system
