The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is eligible for fully remote work once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Here’s what you will do:
As a Financial Insurance Examiner, you will examine foreign and domestic insurance companies doing business in Oregon to determine their financial condition and their ability to fulfill and manner of fulfilling obligations. You will also verify whether proper treatment has been given to policyholders, and if there is compliance with the Insurance Code.

Here’s what you need to qualify:
The goal of this recruitment is to fill this position at the Insurance Examiner level. However, we encourage candidates who meet the Insurance Examiner Entry level minimum qualifications to apply as we may consider underfilling the position for up to 2 years. Underfill candidates will be paid at the Insurance Examiner Entry level salary range of $4,755 to $7,296 monthly and must meet the qualifications for the Insurance Examiner level within 2 years of hire.
Insurance Examiner Minimum Qualifications:
Hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners
Insurance Examiner Underfill Minimum Qualifications:
A bachelor's degree in accounting from an accredited college or university or a bachelor's degree with the successful completion of the following courses:
Accounting fundamentals (6 semester hours)
Intermediate accounting (6 semester hours)
General auditing (3 semester hours)
Business law (6 semester hours – 3 of the semester hours can be acquired through completion of LOMA, CPCU, or CLU courses)
Requested Skills:
Strong accounting and analytical skills
Effective organization and independent work skills
Proficiency with electronic workpapers and spreadsheets
Good written and verbal communication skills
Ability to maintain confidentiality of information

Additional information:
Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
