Job Summary:

As a team lead, this position reviews authorization requests, financial project setup in the accounting system, and other work performed by the Resource Administration staff; provides feedback to staff to ensure accuracy prior to the Resource Administration Manager’s review and approval to ensure compliance with federal and state regulations and statutes relative to funding regarding the project. May approve authorization requests, and serve as a back up to the Resource Administration Manager when appropriate. Will guide the team through project challenges, and communicate with appropriate ADOT groups to resolve issues.

This position may be available for remote work within Arizona ( Two (2) days per week in the office/hoteling).

Job Duties:

Responsible for reviewing project authorization requests for accuracy before submission to FHWA, and when appropriate approve requests and other documents. Ensuring that quality control is in place to finalize all the steps in a project set up timely and accurately.

Lead for Resource Administration team in assisting the Resource Administration Manager in training the staff, providing solutions, and making recommendations for improvement on issues that have occurred.

Take the lead in development of desk procedures and assist with development of policies and procedures for the Resource Administration team. Assist with streamlining processes or procedures related to the project authorization process.

Facilitate smooth interactions and identify actions to address issues, and resolve questions and problems while involving appropriate ADOT groups and functions.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Capital budgeting concepts and principles related to transportation programs and projects.
- Project planning, programming, and scheduling.
- Federal funding methodologies, regulations and guidelines.
- Federal and State laws, rules, regulations, and policies related to construction budgets and Federal-Aid revenues.
- Generally Accepted Accounting Principles (GAAP)
- Requires a detailed understanding of various funding types.

Skill:

- Financial Acumen
- Strong analytical skills in researching and resolving financial and technical data issues
- Proficient written and verbal communication

Ability:

- Analyze and interpret contract and financial data

- Train and develop team in a group or one-on-one setting and provide feedback

Selective Preference(s):

Bachelor’s degree with a major in accounting from an accredited college or university; or a Bachelor’s degree in a related field with a minimum of 24 semester hours of accounting courses.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
