Job Summary:As a Compliance Assistance Coordinator (CAC) within the Surface Water Protection Section, you will serve as a liaison between the regulated community, the public, and our agency. As a member of the inspections, compliance, and enforcement team, you will play a key role in encouraging and assisting permittees throughout the state to comply with the Clean Water Act and associated regulations.
This position may be available for remote work within Arizona (1 days per week in the office/hoteling).

Job Duties:• Serve as an expert on surface water regulations including the Clean Water Act. Collaborate with permit writers, inspectors, and enforcement case managers to develop a holistic approach to increasing and maintaining compliance in the wastewater and stormwater regulated communities. Providing guidance to internal staff as well as external permittees, owners, operators, and stakeholders.
• Build a compliance assistance program to help public and private wastewater systems, certified operators, and responsible parties in achieving and maintaining compliance with federal and state environmental laws and regulations. This includes collecting and analyzing data to develop program strategy, developing and project-managing initiatives, providing training and other outreach, and serving as a liaison between the regulated community, public, and agency.
• Support the inspections and enforcement teams through the performance of administrative functions such as handling external inquiries, reviewing reports, and updating standard works.
• Other duties are assigned as related to the position.
• In-state travel required, approximately 1 time monthly.
• Knowledge of: federal, state, and county surface water regulations including the Clean Water Act and Arizona Administrative Code; environmental permitting and inspections, environmental risk and public health issues, and environmental law/policy; wastewater system operations, wastewater and storm water best practices, wet-weather pollution management, water quality standards, and water remediation processes; Lean improvement methodologies.
• Skill in: displaying excellent people skills; utilizing standard work to efficiently complete a process; interpreting and applying environmental regulations; attention to detail, work accuracy, and time management; performing mathematical calculations; analyzing data to identify trends and gaps; providing prompt customer service; building and maintaining interpersonal relationships; communicating complex technical information to diverse audiences; managing tasks with an appropriate level of urgency; designing and delivering training programs.
• Ability to: think critically and analyze situations; solve complex problems by identifying root cause and recommending feasible and effective solutions; collaborate effectively with cross-functional teams, technical experts, and diverse internal and external audiences; build and maintain successful relationships between internal and external parties; maintain transparent communications with leadership and peers.
- Bachelor’s degree in Environmental Science/studies/technology, Earth Sciences, Statistics, Mathematics, Chemistry, Biology, Environmental Management, or Chemical/Environmental Engineering
- Level 2: 2-5 years of experience
- Level 3: 5+ years of experience (Master’s degree in a related field may substitute for two years
of experience. Doctorate in a related field may substitute for four years of experience) - Professional certification preferred. Desired certifications include: Geologist In Training (GIT), Environmental Professional in Training (EPI), Qualified Environmental Professional (QEP), Certified Associate in Project Management (CAPM), Board Certified Environmental Scientist (BCES), Water and Wastewater Facilities Certified Operator Grade 3 or 4, Registered Environmental Health Specialist / Registered Sanitarian Credential (REHS/RS), Registered Environmental Manager (REM), Environmental Risk Certification (ERC), CEP-In Training or Certified Environmental Professional (CEP)
- Experience or certifications in wastewater system operations, wet-weather pollution management, environmental risk, public health, hydrology, geology, environmental law/policy, or program or project management preferred
