Job Duties

The Enterprise Architect (EA) provides leadership to the agency for modernization and transformational initiatives.

The EA will research, document, and update the agency’s current state of technologies implemented including software solutions, infrastructure, integrations, data stores and data flows.

The EA will work with IT, Facilities, Business, and VITA to understand requirements associated with organizational objectives to define the technology target platforms.

The EA will leverage documented current states and target states to develop a comprehensive multi-year technology roadmap and will negotiate the agency’s priorities to have the roadmap implemented by working with the impacted organizations/departments, agency CIO, and Information Technology.

The EA will drive technology simplification as well as cost reductions by streamlining integrations, data movements, software selections, infrastructure solutions all while removing duplicative capabilities from the technological ecosystem.

The EA will evaluate proposed projects to define scope, estimate level of effort, ensure no duplicative efforts/solutions, and execute proofs of concept.

The EA will evaluate all proposed architectures and designs and sign-off accordingly.

The EA will be a senior IT contributor that will ensure the overall safety, soundness, quality, resiliency and supportability of our technology solutions and platforms.

Supports systems that access Federal Tax Information.

Minimum Qualifications

Considerable knowledge of enterprise wide solutions, business ecosystems, software as a service, infrastructure as a service, platform as a service, service oriented architecture, open data, microservices, event driven IT, and predictive analytics. Knowledge of all components of enterprise architecture, business, vendor and IT principles and processes and of new and emerging technologies.

Familiar with information practices, system development life cycle, infrastructure, IT services management and operations, EA Frameworks, ITIL Frameworks and of basic graphical modeling approaches, tools, and model repositories.

Strong leadership skills with exceptional soft and interpersonal skills, including teamwork, facilitation, diplomacy, and negotiation; strong consulting skills such as targeted communications, engagement management, stakeholder management and business development; excellent analytical, planning and organizational skills; and excellent written, verbal, communication and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences.

Demonstrated ability to be innovative and balance the long-term (“big picture”) and short-term implications of decisions and organization goals; to professionally earn trust and address opposition to principles, governance and standards; to estimate the financial impact of EA alternatives and apply multiple solutions to business problems; to understand cloud implementations/integrations and drive appropriate adoption strategies; and to work collaboratively and support business initiatives.

Must successfully complete FBI fingerprint background investigation, state law enforcement background check and citizenship/residency validation of the subject's eligibility to legally work in the United States (e.g. a United States citizen or foreign citizen with the necessary authorization). Subsequent reinvestigation(s) must be conducted within 5 years from the date of the previous background investigation.

Additional Considerations

Education, training, and/or experience related to computer science, computer engineering, system analysis, business, or related field.

Considerable experience in strategic and operations planning and/or business analysis and in multiple areas such as business, information, data, security, network, technical architecture, application development, middleware, and database management.
