Emergency Management Analyst

Position Summary:


IEM is looking for a Full Time Emergency Management Analyst, an expert with knowledge and experience in developing and applying emergency management analytic methodologies and principles. 

 

This position is contingent on the award of a contract to IEM and the Client’s final approval of the candidate. 


 Primary Location:

  • Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.  Preference will be given to candidates in the DC Metropolitan area.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
  • May be deployed to work in disaster locations in support of clients for short or long periods of time to address client needs
  • Preference to candidates in the DC Metropolitan area.

Essential Functions:

  • Leads teams in the application of emergency management analytic techniques and helps define project objectives and strategic direction.
  • Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles.
  • Performs research and analysis that requires practical experience, theoretical understanding, and technical knowledge in emergency management and/or actual experience in FEMA operations and disaster assistance programs.
  • Performs strategic-level and holistic evaluation of existing documents and tools. Identifies and analyzes redundancies, gaps, areas of alignment, or areas for improvement with published and planned programmatic guidance. 
  • Incorporates documented guidance, lessons learned, best practices, and insights from exercises, real world operations and training into analyses and assessments.  
  • Analyses include quantifying value added to investment, including cost benefit and alternatives to support decision making. 
  • Recommends supplemental documentation (e.g., job aids, user guides, reports and briefings) to make information more accessible and transparent. Provides technical support to determine if there is a need for additional or revised programmatic guidance. 
  • Demonstrated experience producing written reports, including graphic / visual presentations, for elected officials, executives, and senior leadership. 
  • Creates data models, decision-support tools, as well as interactive dashboards of output and outcome indicates for data-driven decision-making. 
  • Conduct Performance Management, Audits, Analysis and Studies. 
  • Resolves complex problems, which require a knowledge of emergency management related disaster response and recovery support. 
  • Applies principles and methods of emergency management to specialized solutions.
  • Support the development of national metrics, measures, value added analysis.

  • Ability to support analysis of disaster impacts.  Perform and deliver gap analysis of training programs and materials. 
  • Understanding of FEMA’s response and recovery mission and programs.
  • Areas of expertise may include data analytics, business process reengineering, performance management, individual and organizational assessment and evaluation, strategic and business planning, change management, organizational development, quality assurance, and situational awareness and decision support.
  • Experience developing policies, procedures, and job aides in an emergency management environment.
  • Data Management principles
  • Root Cause Analysis (RCA) processes
  • Familiarity with Information and Communication Technologies (ICT), such as SharePoint, Power BI, and Tableau, to develop, test, and maintain relevant dashboards, visualizations, and websites. 

Minimum Requirements

  • Must pass a Federal criminal history/security background check.
  • A Bachelor’s degree in an associated discipline is required. 
  • Ten (10) years of relevant experience. A Master’s degree in an associated discipline may county as two years of relevant experience. 
  • Applicable Certifications, including FEMA Professional Development Series training preferred
  • Work experience with FEMA, other federal agency and/or local or state emergency management
