Introduction
The Parliamentary Maintenance Services Team (PMST), consists of approximately 130 in-house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords). Our remit includes the buildings, engineering systems and furnishings to ensure a fully functioning, safe working environment equipped for the demands of the 21st century We support both the Houses of Commons and Lords to carry out their work in a clean, comfortable, safe and efficient environment.
PMST have direct interfaces with the other departments supporting the functions of both Houses, i.e. Security; Digital; Safety; Catering; Service Delivery, Strategic Estates and Restoration & Renewal (R&R) and engage with all construction projects across the estate.
The Role
The postholder will be responsible for the delivery of a number of Projects typically around £50k -£500k.
Key duties will be to ensure PMST projects are procured and delivered in compliance with specifications, Parliamentary design standards, CDM regulations, PCD procurement requirements, and the House’s financial regulations, to the satisfaction of the end user.
The postholder will be responsible for developing business cases, design, procurement, construction and handover for a range of Projects across the Parliamentary Estate. Fundamental to this will be the ability to communicate well with an array of stakeholders and clients at various levels of the organisation.
This role is bias toward electrical engineering, meaning that we are looking for a project manager who may have a background in electrical engineering and manage the interfaces/ work of other disciplines. The postholder will work alongside other similar project managers.
Some of the responsibilities for this role include:
- Review Project requests assigned by the Line Manager.
- Meet with the Requester / Client / End User, agree the full scope of works required and ensure it is accurately recorded. Develop the project brief and co-ordinate any initial associated design / optioneering work (in collaboration with the Property Asset Strategy team).
- Once the full scope of works has been formally agreed, obtain sign off agreement with other Stakeholders – Accommodation, Workspace, Fire, Security, Design Authority, Digital, Conservation, etc as applicable.
- Obtain costings and if necessary, compile, submit and further develop a business case.
- Appoint a design team and manage the design and CDM aspects of the project brief. Undertake all necessary stakeholder engagements to facilitate progression and acceptance of the scope. Manage the programme, budget and quality of the design.
Skills and Experience
To be successful in this role you will demonstrate:
- Minimum NVQ L4 in a construction related topic (e.g. Electrical Engineering or Building Services) or 5 years equivalent work experience
- Demonstratable experience of managing key stakeholder relationships.
- Experience/understanding of Principal Designer and Principal Contractor role
- Provide evidence of significant experience of managing multiple small / maintenance projects.
- Demonstratable experience of managing budgets.
- Demonstratable experience of project planning with key milestones highlighted
