Electrical Engineer

The NISC IV program at Leidos is seeking an Electrical Engineer to join our engineering team. In this role, you will be responsible for the design, analysis, and optimization of systems that involve electromagnetic spectrum usage. The ideal candidate will have a strong background in RF engineering, signal processing, and spectrum management, with a focus on ensuring compliance with regulatory standards. The engineer will work closely with regulatory bodies, engineering teams, and project managers to support spectrum-related initiatives across various projects.
Primary Responsibilities:
- Using aeronautical charts and FAA database/software analysis tool, conduct operational characterization and engineering analysis of the DoD mission requests for use of the spectrum bands.
- Review and coordinate military tactical data link network (Link16) requests and exercise requests.
- Ensure requests and assignments meet FAA compatibility criteria for operation within the national airspace and process accordingly.
- Manage spectrum allocation and usage, ensuring compliance with FCC and other international regulatory bodies.
- Stay updated with the latest spectrum technologies and trends to continuously improve system performance.
- Provide support in the deployment of RF systems, including site surveys, system integration, and troubleshooting.
- Develop technical documentation, including system design, test plans, and performance reports.
- Perform spectrum analysis and interference mitigation to optimize system performance.
- Collaborate with cross-functional teams to ensure that designs meet industry standards and regulatory requirements.
- Conduct testing and validation of RF systems, antennas, and other wireless communication devices.
Basic Qualifications:
- Must have an active Secret security clearance.
- Bachelor’s degree in electrical engineering or related field plus 12 to 15 years of relevant experience.
- 3+ years of experience in RF engineering, spectrum analysis, or a similar field.
- Hands-on experience with spectrum analyzers, network analyzers, and RF testing equipment.
- Knowledge of FCC regulations and international spectrum management policies.
- Strong understanding of electromagnetic theory, signal propagation, and antenna design.
- Proficiency in software tools such as MATLAB, HFSS, CST, or similar.
- Excellent problem-solving skills and attention to detail.
- Strong communication and teamwork skills.
- Strong problem-solving skills with the ability to work independently and within a team environment.
- Excellent communication skills, both written and verbal.
Preferred Qualifications:
- Master’s degree in electrical engineering or related field
- Radio Spectrum Management experience is highly desired
- Certification in RF or spectrum management (e.g., FCC, iNARTE, etc.).
- Prior experience, such as Spectrum coordination of Link-16 TFAs, EMCF certification of Link-16 terminals, or Link-16 LPDS are highly desired
- Familiarity with spectrum sharing, dynamic spectrum access, or cognitive radio technologies.
Please note: The selected candidate will be required to commute to the FAA facility in Washington, DC at least 3 to 5 times out of the year.

Pay Range:
Pay Range $126,100.00 - $227,950.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
