Disaster Management Housing Operations, Deputy Manager

ICF’s Disaster Management Division is looking for an experienced Housing Operations, Deputy Manager to serve as a project manager and subject matter expert. This position is Remote in the United States with travel.
Compensation: While the range below is broader, this position will offer a salary range in the 95 to 115K range, based upon % match to job description, location, etc., as determined by the hiring team. Higher education and experience will not change this salary range.
As an Operations Deputy, you will have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) and related affordable housing or homeownership development programs (e.g., CDBG-DR, -MIT, -CV, and other HUD and federal housing programs). You will also have in-depth experience assembling affordable housing projects or programs, including fundamentals of crosscutting requirements and other elements needed to design and implement long-term affordable rental and homeownership programs.
This position will be responsible for supporting the design and implementation of disaster recovery housing projects and programs and providing strategic consulting support to clients implementing disaster recovery and resilience programs. You will work with senior staff, other experts, outside contractors, junior ICF, client, and subrecipient staff to develop and implement recovery and mitigation programs and projects. This position requires the ability to think on one’s feet and adjust to an ever-changing environment.
Key Responsibilities:
• Provide support and subject matter expertise in disaster recovery, program design and implementation, as well as disaster mitigation measures.
Help implement CDBG-DR funded programs.
• Help mentor and manage a team providing expert services on policy and regulatory issues to develop written materials for the public to understand the program and for HUD compliance.
• Inform program processes, coordinate project stakeholders, work with staff and subcontractors, and work directly with the client and developers to provide advisory/consulting services needed to assemble viable projects and programs.
• Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into the implementation of the programs.
• Help refine program procedures and processes for implementation.
• Develop written products and tools for grantee policies and procedures, program implementation, and design.

Must Have Qualifications:
• Bachelor’s degree.
• 5+ years of in-depth experience in CDBG-DR housing programs as defined above (rental and/or homeownership).
• 3+ years of experience leading interdisciplinary teams.
• Willingness and ability to travel as needed for project needs.
Preferred Skills/Experience: (These may enhance candidate consideration)
• Master’s degree in Planning, Public Policy, Government, Finance, or a related discipline.
• Experience delivering training and technical assistance to state and local government agencies.
