Civil or Structural Engineer – IMMEDIATE On-Call, Disaster Management/FEMA
ICF Disaster Management division is currently searching for a Civil or Structural Engineer – IMMEDIATE on-call to support FEMA’s Public Assistance (PA) Program. Candidates with prior PA experience are preferred. This project-based position is open to candidates located in Florida, Georgia, North Carolina, and nearby regions. Initially, the role will require onsite work for the first 2-3 months, with the possibility of transitioning to a hybrid schedule for some. Travel will be necessary.

Key Responsibilities:
- Engineer will travel to disaster sites to support FEMA requirements in the delivery of the PA Program.
- Assist local government agencies and other program-eligible entities in the preparation of grant applications for the restoration of damaged public infrastructure such as: Roads; Bridges; Buildings; Utilities.
- Perform site assessments of disaster-damaged infrastructure and have the physical ability to perform the work.
- Develop and/or review detailed damage descriptions.
- Develop and/or review repair and replacement scopes of work.
- Develop and/or review detailed cost estimates.
- Assist the hazard mitigation team with developing mitigation opportunities.
- Expertise in area in which you are assigned. Carry out timely and accurate duties as requested.
Must Have Qualifications:
- Bachelor’s degree in Civil or Structural Engineering from an accredited university.
- 5+ years of full-time professional experience in Civil or Structural engineering working with public infrastructure.
- Must be able and willing to travel as required for project work.
- Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check
Preferred Skills: (may set candidates apart)
- Knowledge of the FEMA Public Assistance Program.
- Prior FEMA Public Assistance experience as:
- Site Inspector.
- Cost Estimator,.
- Hazard Mitigation Specialist.
- Experience using FEMA’s Grants Manager Portal.
- Proficiency using cost estimating software such as RS Means and Xactimate.
- Experience with modern construction practices, facility assessments, construction inspection, project scope development and cost estimating.
- Working knowledge of International Building Code (IBC), Americans with Disabilities Act (ADA), and other governmental regulatory compliance.
Professional Skills: (you will bring these with you)
- Excellent oral and written communication skills.
- Must be computer literate and proficient with MS Office Suite applications (Word, Excel and PowerPoint).
- Must be able to work both independently and in a team environment under stressful conditions.
- Ability to work up to 12 hours/day, 6 days a week, as needed for project work.

About On-Call Employment with ICF
Given the seasonal or project-specific nature of our disaster & emergency management work, ICF often hires professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last-minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
