THE JOB: Director, Portfolio Management & Change Leadership  

The starting salary range falls within the minimum to mid-point of the salary range.

Starting Salary Range: $141,029 - $176,286

Reporting to Executive Vice President, Operations (COO) and strategically partnering with senior leaders across the organization, the Director provides strategic leadership, expertise in transformative change leadership, portfolio and project management, and oversight of the Portfolio Management and Change Leadership Office.

The Director leads the development, implementation, and maintenance of an organizational transformation framework, as well as executing on deliverables and associated timelines to achieve the expected outcomes, including structure, pace, and rhythm. This role supports departmental projects through coordination and alignment of work to the broader strategic plan. 

This role is key to enabling DoBC’s long-term transformation mandate through management of the full lifecycle of relevant strategic initiatives, working collaboratively both horizontally and vertically within the organization. 

This role is accountable for the design and development of an effective overall implementation process that is utilized to deliver on the organization’s strategic plan, driving to the vision of One Doctors of BC.
 

Key Duties & Responsibilities: 

Strategic Leadership: 

  • Play a vital role in ensuring the essential alignment and effective partnerships within the executive leadership team required for success are present.
  • Collaborate with the executive and senior leadership teams across the organization to support and facilitate prioritization and decision-making including the development of a consistent structure, pace, and rhythm.
  • Lead the development and implementation of a long-term continuous improvement strategy to ensure momentum is maintained.
  • Develop an organization change strategy and associated narrative.
  • Develop an organization innovation and idea management strategy to proactively collect, assess, and consider impact of potential initiatives.
  • Establish a culture of data-driven decision-making in support of the transformation agenda.

Expertise in Transformation & Change Leadership: 

  • As a strategic leader, be a key driver of improving business processes, provide direction and leadership to implement the change and partner across DoBC to transform the organizational behaviours and the way we work.
  • Lead the design and implementation of organizational change strategies, plans, and activities on enterprise-wide projects and initiatives to improve team member adoption and minimize resistance as we deliver on our strategic priorities.
  • Play a key role in the organization in the creation and implementation of transformational change thinking, policies, programs and processes that drive organizational effectiveness.
  • Builds DoBC’s strategic change capacity and lead creation of an inventory of accessible change tools and resources.
  • Enabling the design, creation and execution of communications that support the change and promote consensus and adoption.
  • Develop training programs to help employees understand and adopt to change. Coaching and mentoring of resources, leaders, teams and individual contributors through the change process.
  • Lead the coordination of the transformation agenda and ensure clearly identified roles, responsibilities, and accountabilities.
  • Ensure clarity of understanding between the transformation agenda and the strategic goals.
  • Lead organizational work to embed transformational principles and ensure opportunities for ongoing improvement, scalability, and sustainability.

Portfolio and Project Management Oversight: 

  • Develop and implement a flexible, transparent process to enable the proactive identification of risks and barriers associated with the delivery of a typical of multi-year transformation agenda.
  • Provide advice to executive and senior leadership to enable the proactive and timely adaptation of the transformation agenda in response to new and evolving information, risks, barriers, and external factors.
  • Establish data driven metrics to enable consistent and meaningful progress reporting, prioritization, and success
  • Ensure integration of project management activities across multiple work streams to ensure inter-related activities are aligned and coordinated.
  • Partner with TDT to leverage data, and to plan and deliver technology solutions.
  • Partner with PSL on planning, measurement, and reporting.

  • Provides leadership and vision by fostering an atmosphere which promotes and encourages employees to realize their optimal potential and encourages growth.
  • Guides and models key behaviours/strategies.
  • Builds and mentors the portfolio leadership team and assists team members to define shared and individual goals, meet target dates and ensure alignment of goals to organization strategic plan.

WHAT YOU BRING 

  • A Master’s degree in Health, Business Administration, Leadership, or Organizational Development or other related Master’s degree.
  • 8+ years of recent senior leadership experience in the areas of Strategic Planning & Execution, Transformation, and Change Management with increasing responsibilities.
  • 8+ years of experience building, guiding, motivating, coaching, and developing high-performing teams.
  • Experience leading multiple competing workstreams to deliver on a strategic transformational agenda, in the health, not-for-profit, government or business sector.
  • Experience leading a project management office, ideally through the successful delivery of a complex multi-year transformation agenda, or similar.
  • Proven ability to understand cross-department impact and provide significant input regarding the organization’s strategy and operational plan.
  • Strong critical thinking and problem-solving skills and ability to identify issues, gathers facts, and develop and implement a strategy to resolve operational problems.
  • Ability to collaborate with other leaders across the organization, including the Executive Team, to resolve strategic issues.
  • Responsible for making decisions on performance, discipline, and hiring for the team.
  • Ability to drive multiple organization-wide competing priorities while navigating constant change and ambiguity.
  • Proven experience building partnerships, influencing decision-makers, and managing stakeholder relations, both internally and externally, in complex systems.
  • Project and budget management experience, including experience with planning, evaluation, performance measurement, and change management strategies.
  • Excellent financial management skills and high financial literacy. 
  • Effective communication skills and proven ability to develop and deliver clear and concise information effectively to a variety of audiences.
