Director of Counseling, Advocacy, and Prevention

This position supports Leidos Health and Civil Division programs which provide essential support to service members and their families, enhancing readiness, resilience, and quality of life while promoting operational effectiveness and community well-being.

Oversees all Counseling, Advocacy and Prevention (CAP) services, including Crisis Response, Non-Medical Counseling, SAIL, FAP and NPSP. Ensures quality, compliance, and subcontractor management for CAP-related services

Primary Responsibilities:

  • Responsible for strategic direction, oversight, and administration of global Counseling, Advocacy and Prevention (CAP) service delivery.

  • Ensures all programs under the CAP umbrella provide leadership and direction to the CAP team, setting clear goals, priorities, and performance standards.

  • Collaborate with leadership/program leadership to integrate CAP services ensuring a holistic approach to family readiness and support.

  • Ensure all CAP services are delivered in a culturally competent, client-centered, and confidential manner.

  • Lead process of assessment and improvement of program effectiveness, using data analytics, service member feedback and performance metrics.

  • Directly supervise CAP supervisors, evaluating performance, providing mentorship, coaching and professional development.

  • Serve as the primary point of contact for CAP-related issues.

  • Oversee the development and implementation of quality assurance processes to monitor and enhance the effectiveness of service delivery.

  • Ensure efficient use of resources to meet budget targets and achieve program goals.

Required Qualifications:

  • Master's degree from an accredited program in a behavioral health field (e.g. Social Work, Marriage and Family Therapy, Counseling or Psychology) from an accredited program and 5+ years demonstrated experience and knowledge, skills, and ability (KSAs) managing behavioral health program of similar scope and complexity including counseling, advocacy, and prevention services within the military settings.

  • 5+ years program management experience on program of similar scope and scale working with military members and their families including strong leadership and management skills to ensure quality in compliance with Navy regulations.

  • Hold a current valid unrestricted counseling license/certification from a State, D.C., a U.S. Commonwealth, or a U.S. Territory that grants the authority to provide counseling services as an independent practitioner for a minimum of 5 years. 

  • Knowledge of the military lifestyle and culture.

  • Ability to present sensitive information to groups of people in a clear, concise manner.

  • Ability to manage and adapt program processes to meet the ever changing needs of the active duty military community. 

  • Due to Government contract requirement, US Citizenship is required.

  • Speak fluent English.

  • Ability to obtain/maintain a Public Trust Security Clearance.

  • This position is a remote position and requires a quiet, private, confidential space to work from as well as having access to your own reliable high-speed internet hard wired to your home or apartment (coax or fiber from the Internet Service Provider (ISP) to your home. Using a hot spot from a mobile device (tethering) or wireless ISP is not acceptable.

Preferred Qualifications:

  • Experience working directly with Commander, Naval Installation Command (CNIC).

  • Direct military affiliation or military  spouse.

Pay Range:

Pay Range $78,000.00 - $141,000.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
