I. Job Summary

Responsible for identifying and controlling company liability and associated costs for air quality, optimizing WM landfill capacity and development costs, and implementation of company-wide air quality programs and policies within a defined geographic area of coverage (i.e., multiple Areas). Implementation of functional strategy & policy directives to meet the following air quality initiatives: standardized monitoring, record keeping and reporting formats; in-house guidance documents; training programs, regulatory tracking and update; emissions testing measurement and modeling; New Source Review (NSR)/Prevention of Significant Deterioration (PSD) permitting and impact on landfills; federal New Source Performance Standards (NSPS/EG), National Emission Standards for Hazardous Air Pollutants (NESHAPS), Greenhouse Gas Reporting/permitting, AP-42, and other air issues / strategies related to measuring, modeling, monitoring, localizing, quantifying landfill emissions.

Immediate knowledge and aptitude for landfill air emissions measurement technologies, modeling and estimation processes and procedures, preparation of air toxic risk assessments, , air sampling/analysis, and regulatory negotiations. Complete understanding of NSR/PSD, NESHAPs, NSPS/EG, AP-42, etc. as they relate to estimating landfill air emissions. Familiarity with air permitting regulations and pertinent air quality regulations.

II. Essential Duties and Responsibilities

  • Lead translation of business needs into data science projects and make technical decisions based on the tradeoff between complexity and value. Guide business in its journey to localize and quantify emissions in support of enterprise sustainability goals and strategic risk management. 
  • Direct / Mentor others across disciplines and teams to ensure we are making data-driven decisions and solving critical problems in support of WM’s corporate goals. 
  • Direct work of team to build and deploy visualizations that deliver insights to decision-makers at an array of levels. 
  • Partner with team to bring relevant data into a central system and ensure quality to create a single version of the truth. 
  • Design, prototype, test, and implement descriptive and predictive analytics, and machine learning models. 
  • Lead/Contribute to publications in scientific journals to advance research and policy.
  • Conduct Research and Development activities that pertain to advancement in emissions measurement for landfill emissions.
  • Develop and implement emissions measurement and estimation standards relating to the protection, control, and management of air quality.  
  • Participate in the strategy and approval of the operating and capital budget for the Air Program.
  • Direct and manage internal and external (consultant) company resources.. This may include development of company-wide policy, standards, and/or best management practices for implementation at the Area and/or national level.
  • Design and implement strategic project plans in response to more complex compliance and liability issues and problems. This may include development of company-wide policy, standards, and/or best management practices for implementation at the Area and/or national level..
  • Organize and execute routine communications with  Area and Corporate management regarding both significant development projects as well as to ensure compliance and consistency with company-wide air quality programs.
  • Plan, organize and manage the air quality program within a defined geographic area of coverage. Under senior management direction, work toward predetermined goals and objectives.
  • Monitor emerging issues in environmental regulatory requirements. Initiate and participate in developing the company’s response to new or changing regulations on a regional and national basis. Assist with national regulatory advocacy and liaison for Area specific issues/positions.
  • Direct communication with local, state, or national internal and external stakeholders to discuss program or project objectives that meet WM objectives of air quality, environmental protection, or performance to reduce air compliance costs to the field.
  • Interface and negotiate with regulators during regulatory and permitting processes,. Support Legal and EP in responding to and resolving air regulatory NOVs. Litigation support and/or preparation of expert testimony 
  • Initiate/Develop/Implement training programs for WM staff on air quality issues. Routinely coordinate with EMG, EP and LFG Directors to develop/implement national training program and to ensure consistency across Areas.
  • Possess interpersonal skills in developing stakeholder acceptance and regulatory negotiations. Leadership, motivational and social skills to gain and maintain advocacy for corporate air program.

III. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job. Must live and work in US.


A. Education and Experience

  •  Education: Bachelor's Degree required in science or mathematical field
  • PhD preferred in quantitative field (e.g., Statistics, Engineering, Computer Science, Meteorology, Physics, Mathematics, Economics, Operations Research).

Experience: 10+ years required in data science and analytics.  Additional technical skills preferred include: Programming, machine learning/modeling, data wrangling, statistical analysis, data visualization and scientific research.  

B. Certificates, Licenses, Registrations or Other Requirements

Published author in referenced peer reviewed scientific journals upon hire preferred.

C. Other Knowledge, Skills or Abilities Required

  • No direct supervisory responsibility required but preferred.  Job will likely require direct oversight of air quality manager/business solutions staff within Air Programs.  Position will also indirectly mentor/supervise data managers, Engineers, Environmental Protection Managers and/or gas operations managers specific to air quality requirements.
  • Research skills, MS Office, including Power BI. Visualization products like Python dash.  Expertise with cloud services like Snowflake and AWS. Ability to learn and utilize other job-related technical software.
  • Proven technical project management skills.

IV. Work Environment
The normal setting for the role is a home office. Travel required periodically.

The expected base pay range for this position across the U.S. [or Canada as appropriate] is $130,900 - $199,525. This range represents a good faith estimate for this position. The specific salary offered to a successful candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location. In addition, this position is eligible for a 35% annual target bonus.
