Overview
Devis is seeking a highly skilled Digital Publications Specialist to support the modernization of legacy print and digital publication products for the House Clerk’s Office. The successful candidate will be responsible for developing, maintaining, and optimizing print-ready documents and web-based publications. Utilizing expertise in XML, XSLT, HTML, CSS, and PDF generation, this role will update and integrate legacy formats into modern applications. The Publications Engineer will work as an integral member of an established Integrated Program Team (IPT) dedicated to enhancing legislative systems. This position is primarily located on Capitol Hill, with occasional off-site work as approved by the client. This role is contingent upon award.

Primary Duties
  • Maintain and update existing XSLT stylesheets to support data and formatting enhancements.
  • Develop new stylesheets and outputs to refresh legacy print products.
  • Create new publication outputs utilizing JSON, XSLT, HTML, and PDF, leveraging tools such as Saxon, Antenna House Formatter, Prince, ASP.NET, Spring Boot, and DevExpress Office API.
  • Integrate data transformations and print products into existing services and applications.
  • Collaborate with cross-functional teams to ensure consistency and high quality in publication deliverables.
Required Qualifications
  • Bachelor’s degree in Computer Science, Software Engineering, or a related field, or equivalent work experience.
  • Demonstrated experience with HTML and CSS, with an emphasis on CSS Paged Media for both web presentation and PDF generation.
  • Proficiency in XML and XSLT, including hands-on experience with processing tools such as Saxon.
  • Proven ability to generate and manipulate PDF documents using tools such as Prince, Antenna House Formatter, and DevExpress Office API.
  • Experience working in agile environments with a focus on iterative development and continuous improvement.

Preferred Qualifications
  • Prior experience working on government IT modernization projects or within a federal contracting environment.
  • Familiarity with additional web and publication frameworks such as ASP.NET and Spring Boot.
  • Experience collaborating within agile teams, demonstrating strong teamwork and communication skills.
  • Relevant industry certifications or training in software development, web technologies, or digital publication standards are a plus.
