ICF is currently seeking a Deputy Project Manager capable of providing leadership and exercising strong project management skills as part of the leadership team for a large national program of Case Coordination for unaccompanied children. As the Deputy Project Manager you will apply your knowledge and experience to support project execution on a national technical assistance project in a federal consulting environment. The purpose of this project is to develop and maintain a national case coordination program which provide child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, particularly in the areas of safe and timely release, identification of children with special needs and development of corresponding recommendations, and placement recommendations. As the Deputy Project Manager, reporting to the Project Manager, you will be part of the management structure, providing direct supervision to the Staffing and Training Manager and the Senior Data Analyst/CQI Manager. The Deputy Project Manager provides oversight over all project staffing, reporting, and CQI activities, as well as support the Project Manager in the oversight of other project activities. 

The successful candidate should have relevant experience and a proven record of project leadership that includes personnel management, subject matter expertise, quality management, risk management, and critical project and program management skills ideally in a federal contracting environment. Candidates must be able to lead multiple tasks with competing deadlines, be versed in a wide variety of strategies for ensuring quality services, supporting data informed decision making, demonstrated understanding of unaccompanied children, child welfare best practice, and the ability to maintain positive relationships with clients and colleagues. 

Key Responsibilities

  • Support the Project Manager in work plan/project management plan development and updates.
  • Serve as the primary point of contact on staffing, assignment, and training issues for ORR. Oversee the tracking system related to staffing concerns or issues that need to be brought to the attention of the COR as part of the Weekly Staffing Report.
  • Oversee all report development required by the contract, including the Quarterly Performance and Impact Plan, and ad hoc reporting.
  • Support the Project Manager in directing work priorities to maintain a professionally managed Case Coordination project.
  • Support the Project Manager in the process for annual reviews of Case Coordinator teams to evaluation Case Coordinator compliance with the contract, ORR policies and procedures, timely performance of tasks and deliverables, collaboration with ORR and stakeholders, and training needs.
