Deputy Program Manager/ FEMA –(Hybrid) - Puerto Rico Remote Office (PR99)

The ICF Disaster Management division works with government agencies and communities to design and implement recovery programs and deliver increased resilience after a disaster strikes. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, implementation, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery and mitigation programs. We often work in close collaboration with ICF experts across the firm on related issues such as energy efficiency and green building, infrastructure, financial literacy, sustainable community development, and workforce development. ICF's Disaster Management division seeks a Deputy Program Manager who will work alongside the Program Manager to ensure exceptional performance by the Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico. The Deputy Program Manager will work onsite with ICF senior and junior staff and subcontractors to support these programs to local governments and nonprofit organizations and for-profit (subrecipients) across Puerto Rico. 

 
The ideal candidate will have demonstrated operational experience successfully managing the logistics, scheduling, communications and coordination of large-scale federal programs. Key Responsibilities:  

  • Support the Program Manager in daily operation. 
  • Direct and coordinate all daily activities related to training, communications, scheduling, deliverables, staffing designation and evaluation, risk assessment and management. 
  • Contact and manage relations with elected officials for subrecipients or potential subrecipients of CDBG-DR and CDBG-MIT programs. 
  • Ensure review and compliance with all CDBG-DR and CDBG-MIT regulatory and statutory requirements in coordination with Regulatory Compliance Officer in the development and implementation of projects. 
  • Act as main point of contact for project team or its representative. 
  • Oversee logistics management, ensuring that procedures are in place to align with the program’s goals and objectives. 
  • Oversee standards of performance, safety policies, and procedures, CDBG-DR and CDBG-MIT compliance and adjust internal policies as necessary. 
  • Lead Human Resources and management activities on the operational side of the programs and may determine the staff needed to accomplish the operational tasks. 

Minimum Qualifications:  

  • Must have a bachelor’s degree or higher education from an accredited institution. 
  • Must have 2+ years of experience in managing FEMA Disaster  Recovery Funds 
  • Must have professional licenses and/or certifications related to required degree, valid in Puerto Rico. 
  • Must have at least three (3) years of experience in Program Management, including at least two (2) years of experience with federally funded program or project management. 
  • Must have fluent verbal and written communication skills in English and Spanish. 
  • Must be working locally within Puerto Rico.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$113,863.00 - $193,568.00
