The Department for the Blind and Vision Impaired (DBVI) enables blind and vision-impaired individuals to achieve their desired levels of employment, education, and independence.
We are currently seeking an individual to serve as our Deputy Commissioner of Services. The incumbent in this position will ensure that the department provides quality services to our customers which are blind and visually impaired. Duties will include: evaluating current methods of service delivery and developing new approaches to enhance service delivery based on data; ensuring that services are responsive to the identified needs of customers; ensuring that federally funded programs meet standards and indicators for performances; participate in establishing performance goals for all programs and assuring that such goals are achieved and to actively participate as a member of the senior management team.
Minimum Qualifications
Knowledge/Experience:
- Proven experience in a supervisory management/leadership position in a complex human services environment.
- Experience in developing and maintaining effective working relationships with internal and external stakeholders
- Demonstrated ability to lead, motivate and direct employees at all levels in the delivery of services that are responsive to the needs of customers, and which meet established benchmarks for performance and quality.
- Demonstrated commitment to compliance with applicable laws and regulations, state and agency business conduct and other policies and procedures.
- Knowledge of best practices for the rehabilitation of individuals with significant disabilities.
- Knowledge of the key components of a comprehensive service delivery system for persons who are blind and visually impaired and deafblind.
Skills/Abilities:
- Ability to analyze data, evaluate existing services and to modify the system to meet changing needs of customers.
- Demonstrated Skill and ability in developing budgets and allocating budget resources, track expenditures, and adjust budget based on expenditures and available resources.
- Ability to identify opportunities to increase efficiency and minimize cost.
Additional Considerations:
- Extensive knowledge of state government operations and rehabilitation practices.
- Extensive training in vocational rehabilitation, counseling, disability services, social sciences, special education, or public administration.
