Job Summary:

This position of Deputy Assistant Director of Operations reports directly to the Assistant Director for the Division of Managed Care. This position provides leadership, direction and oversight to Contract Operations Compliance, Network Compliance, Data Validation, Policy and Contracts, as well as Targeted Investments.

Major duties and responsibilities include but are not limited to:
• Manage staff and provide senior leadership, direction and oversight to teams including, but not limited to; policy and procedures, training, staff development, strategic planning, project oversight, program development and personnel needs.
• Monitor overall performance of contracted Managed Care Organizations. Ensure completion of reports related to Managed Care Organization performance, in compliance with Federal and State Regulations.
• Coordinate with other AHCCCS divisions on a variety of issues (e.g. system development, network plans, corporate compliance, claims payment, business continuity, member/provider community councils).
• Participate in procurement activities for Managed Care Contracts, including contract and policy development, and scoring. Spearhead readiness and implementation processes following Managed Care Organization Contract awards.
• Review and analyze regulatory changes to assess impact on MCO contracts, Agency policies/ procedures/ expectations, etc. Educate agency and ensure necessary contract and policy revisions are made.
• Act as agency Liaison/Content Expert for external stakeholders in various forums, including other state agencies and other states and Medicaid agencies.
• Solicit feedback on the performance of the MCOs from various stakeholders (providers, members, families, industry developments). Use all sources of information to effect program changes as necessary to assure that the MCOs are meeting the needs of enrollees.

• The populations served by the AHCCCS' MCOs
• Long-term care services and supports
• Methods to develop and administer managed care delivery systems including behavioral health delivery systems
• Techniques to select a particular approach to analyze, develop or implement a policy
• Techniques to select a particular approach design and administer an operational analysis method
• Decision-making techniques for setting AHCCCS or MCO priorities
• Techniques to project and manage administrative needs
• Techniques to predict and manage personnel demands of large and complex operations

Qualifications:

Arizona Drivers License.

Minimum:
• Five or more years of progressive work experience within managed health care and/or Medicaid, in either programmatic or financial oversight of grant funding and/or grant implementation.

• 2+ years of direct supervisory experience overseeing a section.

Preferred:
• Bachelor's or Master's degree in healthcare or a related field.

Pre-Employment Requirements:

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
