The Leidos Health & Civil Sector is seeking a Data Architect, contingent upon award, to support a state Medicaid program that will assist the State in modernizing Medicaid Enterprise System architecture with a modular System Integration Platform (SIP) that provides flexible system integration services. The ideal candidate must be a strong Architect to lead the implementation of an ODS component of the integration platform, energetic and self-motivated, able to guide and mentor technical professionals, and with a value-driven and customer-centric mindset.

The role is fully remote. Candidate MUST be located in the United States and be a US Citizen or US person.

Primary Responsibilities:

  • Identify the data structure to meet business requirements for Medicaid Enterprise System Integrator (MESI) Implementation.

  • Evaluate data structures of Business Areas

  • Implement data management technologies as proposed in the Bid.

  • Develop Data Management Architecture document

  • Initiate and approve changes to names, formats, and definitions of the data models and elements including performing coordination and validation with the Data Stewards, Data Governance Leads, and Data Owners

  • Develop and maintain the Conceptual, Logical and Physical Data Model

  • Ensure the solutions aligns with State Medicaid Program Data Standards

  • Partnering with Business Analyst, leads requirements and design sessions with customers to elicit technical details of data structures, models and mappings required for ODS ETL and development.

  • Leads the development of a ODS design and development as part of an integration platform.

  • Integrates ODS, data services and module vendor applications, to ensure that they work together effectively.

  • Collaborates with DevSecOps Engineer to design an integrated software, build, and release process across the development, test, and production environments.

  • Address the vulnerabilities and potential security threats identified through automated security scans and penetration testing.

  • Maintains software applications, including monitoring and troubleshooting issues, performing upgrades and patches, and addressing security concerns.

  • Collaborates with other teams, such as architecture, product, test, and operations, to ensure that software development is integrated effectively with other processes.

  • Maintains documentation related to software development, including design documents, test plans, and user manuals.

Required Qualifications:

  • Bachelor’s degree or equivalent experience in either computer science, computer engineering, or a related field. 12 years of prior relevant experience or master’s with 10 years of prior relevant experience.

  • Extensive experience in data management, data governance, data modeling, data quality, data services, application design, systems analysis, and technology architectures.
