Contracts Operational Financial Analyst/Billing Clerk

Sayres Defense is seeking a highly motivated and detail-oriented Contracts Operational Financial Analyst/Billing Clerk to join our team. This role combines the responsibilities of analyzing and supporting government contracts, including financial performance, invoicing, and billing processes. The successful candidate will ensure financial compliance, monitor contract performance, and facilitate billing procedures, working closely with internal teams and project managers to ensure accurate and timely submissions. Ideal candidates will have strong experience in contract finance, billing processes, and financial analysis within government contracting environments.

This position is based from our corporate office in Washington, DC and is eligible for fully remote.

Key Responsibilities:

  • Financial Analysis: Analyze financial data related to contract performance, budgets, and expenditures, ensuring compliance with financial regulations.
  • Billing: Prepare and submit accurate invoices for Time & Materials (T&M) and Cost-Plus-Fixed-Fee (CPFF) contracts. Utilize Unanet, Costpoint, and Wide Area Work Flow (WAWF) for billing and reconciliation.
  • Forecasting & Reporting: Prepare financial reports, forecasts, and variance analyses for program managers and leadership.
  • Cost Control & Budgeting: Assist with budget planning, contract modifications, cost control measures, and applying indirect rates to invoices.
  • Compliance: Ensure compliance with government financial regulations, policies, contract terms, and company policies.
  • Contract Monitoring: Monitor contract funding and spending to mitigate risks and ensure financial efficiency.
  • Collaboration: Serve as the key connection point between Project Contract Administrators (PCAs) and Program Managers (PMs) to resolve issues, ensure smooth billing operations, and support contract performance optimization.
  • Process Improvement: Provide recommendations for process improvements and cost efficiencies related to both contracts and billing procedures.
  • Reconciliation & Audits: Reconcile billed amounts with contract values, assist in internal and external audits, and support invoicing and financial reconciliation processes.

Required Qualifications:

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.
  • 3+ years of experience in financial analysis, contract finance, or billing within government contracting.
  • Strong knowledge of T&M and CPFF billing processes and familiarity with indirect rates.
  • Proficiency in using Unanet and/or Costpoint accounting systems and WAWF for invoice submission.
  • Excellent advanced Excel skills, including the ability to work with macros, pivot tables, and complex formulas.
  • Knowledge of federal acquisition regulations (FAR), DCAA compliance, and cost accounting standards.
  • Strong communication and problem-solving skills, with the ability to manage multiple priorities and work collaboratively.

Preferred Qualifications:

  • Experience with Enterprise Resource Planning (ERP) systems.
  • Familiarity with Earned Value Management (EVM).
  • Active security clearance or the ability to obtain one.
