Compliance Manager / FEMA –(Hybrid) - Puerto Rico Remote Office (PR99)

ICF's Disaster Management Division seeks an Compliance Manager who will support the implementation team for Federal Emergency Management Agency (FEMA) Public Assistance (PA); and Energy Grid Rehabilitation and Reconstruction Cost Share (ER1) under the Community Development Block Grant – Disaster Recovery (CDBG-DR) grant and the Hazard Mitigation Grant Program Set-Aside (HMGP) under the Community Development Block Grant – Mitigation (CDBG-MIT) grant, under the HUD-approved Action Plans and subsequent action plans in Puerto Rico. The Compliance Manager will work with ICF senior and junior staff and subcontractors to deliver program management support to local governments, nonprofit and subrecipients across Puerto Rico.

Key Responsibilities: 

  • Support the Project Manager in daily operations and identified responsibilities. 
  • Perform a preliminary review of each project or PW submitted, as per program guidelines and procedures established by the FEMA to determine if the project or PW complies with minimum requirements to be evaluated for a match payment. 
  • Review and validate that supporting documentation for selected costs are CDBGDR and CDBG-MIT eligible and sufficient to justify match payment ensuring all evaluated supporting documentation and correspondence associated with review and recommendation for match payment is recorded within the FEMA System of Record. 
  • Perform review of each Subrecipient procurement documentation for consistency and compliance with FEMA procurement policies. Coordinate with subrecipient as necessary to ensure necessary exhibits and attachments related to DBRA, Section 3 and MWBE are present. 
  • Provide any necessary support to the FEMA & Grant Manager’s Civil Rights and Labor Compliance teams to ensure all labor compliance activities, federal requirements, data for federal reporting as well as monitoring and compliance activities are being performed by the project owner and any contractors on the projects in a timely and efficient manner. 
  • Review and determine the total available assistance and compare it to the Subrecipient’s unmet need to determine whether a duplication of benefit exists. 
  • Support the Payment Verification process and provide their technical feedback to its Authorized Representative in performing the final Recommendation for FEMA Payment. 
  • Provide direct support to Project Manager in coordinating, conducting, and documenting all necessary meetings, including outreach activities, trainings and workshops. 
  • Provide all necessary support in the development, preparation and submission of required deliverables to FEMA, including monthly reports. 
  • Lead, coordinate and supervise the Compliance team tasks. 

  
Minimum Qualifications:  

  • Must have a bachelor’s degree or higher education from an accredited institution. 
  • Must have at least three (3) years of previous project management experience or related experience. 
  • Must have demonstrated experience in the following, but not limited to, document management, auditing procedure development and implementation, compliance review procedures, policy interpretation and implementation, team leading in auditing and policy reviews, reporting techniques, and data system usage. 
  • Experience in the management of FEMA PA projects preferred. 
  • Must have fluent verbal and written communication skills. 
  • Must be working locally within Puerto Rico.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,770.00 - $132,209.00
