The Oregon Health Authority has an exciting opportunity for an experienced Research Analyst to join an excellent team. This is a full-time, permanent, represented position in the Health Policy and Analytics Division, Office of Health Analytics.
What you will do:
The primary purpose of the Certified Community Behavioral Health Clinics Research & Data Senior Analysts position involves establishing data infrastructure for various care initiatives at different levels, collaborating with committees and partners, conducting research studies, developing evaluation frameworks, creating data collection tools, analyzing data, and overseeing junior research analysts. This position will work independently to promote data-driven decision making within the Certified Community Behavioral Health Clinics program. The Certified Community Behavioral Health Clinics (CCBHC) Research and Data Senior Analyst position will play a vital role in supporting CCBHC program decision-making and strategic planning efforts, particularly as they pertain to persons seeking services from the CCBHC network. This position Will work in collaboration with the Behavioral Health Analytics Manager and colleagues from various OHA Divisions, including Behavioral Health and Medicaid, to provide data support and project coordination for CCBHC programs and services. This position will oversee and execute intricate research projects and extensive analyses. This role involves conducting research on CCBHC program, calculating, and reporting monitoring metrics, evaluating related programs, and performing advanced analyses such as regression and survival data analyses. Additionally, it involves organizing intricate claims data into understandable components including costs of behavioral health programs and creating and implementing data collection tools such as complex surveys. Create, execute, and provide research and complex data solutions to a diverse range of prominent data clients and collaborators.
This role requires strong analytical, project management, and interpersonal skills and offers a high level of autonomy. Applicants should be skilled in self-direction, as well as adept at navigating complex situations and managing multiple priorities with professionalism.
Work Location: Optional 100% remote, 100% in-person or hybrid options are available, with office space in Salem or Portland.

This position falls under the Research Analyst 4 classification. The AA Rate Pay Range for this position is $5,747.00-$8,831.00 USD Monthly.

What we are looking for:
Minimum Qualifications:
A bachelor’s degree in any disciplines that included six-quarter units in statistics or quantitative analysis methods and procedures, and three years of experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the three years must have included coordinating complex research projects.

Five years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports. Two of the five years must have included coordinating complex research projects.
Preferred Attributes:
• Three (3) years of experience with statistical software and programming languages, such as SAS and SQL, including data management and statistical analyses
• Experience in health outcomes research, healthcare delivery systems research, or health survey research; related fields such as public health, sociology, nursing, psychology, or economics may also apply.
• Proficiency with data visualization tools such as Power BI, Tableau, or SharePoint BI, including dashboard development and implementation. Preference given for Power BI experience.
• Proven ability to produce written reports, executive summaries, fact sheets, and other plain-language materials to support data-driven decision-making.
• Quantitative and qualitative problem-solving skills; preference for formal qualitative data analysis experience and working with healthcare claims, particularly Medicaid data.
• Experience with Medicaid programs, behavioral health services, and other social services.
• Expertise in collecting, analyzing, and reporting granular data on race, ethnicity, language, disability, sexual orientation, and gender identity.
• Demonstrated commitment to advancing health equity and addressing systemic health disparities through collaboration with diverse populations.
• Experience managing complex projects involving diverse perspectives and achieving consensus.
• Strong communication skills, with the ability to explain technical data concepts in accessible language.
• Proficiency in project management techniques and tools for end-to-end project delivery.
• Experience in evaluation design, mixed-methods data collection, and reporting.
• Familiarity with statistical analysis software such as SAS, STATA, or RStudio.
• Proven ability to develop and implement data measures and project management strategies.
