OverviewThe Business Analyst will support the development and delivery of technical projects that improve the use of public health data to inform decision making. This role is aligned to the Workforce Acceleration Initiative (WAI). WAI is a federally funded CDC Foundation program with the goal of helping the nation’s public health agencies by providing them with the technology and data experts they need to accelerate their information system improvements. Working within Hawaii Department of Public Health, the Business Analyst will play a crucial role in the modernization and implementation of Hawaii's new Electronic Disease Surveillance System (HI EDSS). The candidate will focus on gathering, refining, and collaborating on system requirements. The activities will emphasize improving investigator and case manager workflows, to streamline the use of public health data. The role involves working closely with the Hawaii Department of Health’s (HDOH) multiple associated divisions involved in the EDSS, to support disease surveillance, investigation, and response needs across various program areas, while incorporating best practices from other jurisdictions. The primary activities are to focus on system requirements and design, towards efficient business processes within the EDSS. The Business Analyst will be hired by the CDC Foundation and assigned to the Hawaii Department of Public Health, Public Surveillance Team. This position is eligible for a fully remote work arrangement for U.S. based candidates.
Responsibilities
- Lead the development and finalization of system requirements for the new HI EDSS by gathering input from HDOH stakeholders.
- Research and evaluate similar systems implementations from other jurisdictions to inform the planning and design of the HI EDSS.
- Create requirements-traceability matrices (RTMs) to prioritize and track system requirements.
- Collaboratively create and redesign workflows and forms alongside program area stakeholders to improve divisions’ operations in the new EDSS.
- Work closely with HDOH program areas and technical teams to ensure the system design meets public health data collection, transformation, and case investigation needs.
- Participate in and facilitate collaborative requirements discovery and design meetings with Systems Implementation (SI) vendors and HDOH staff.
- Assist in Request for Proposal (RFP) processes, including drafting, reviewing, and revising documentation.
- Support the evaluation and selection of an SI vendor for the implementation of the HI EDSS system.
Qualifications
- Bachelor’s degree in Information Systems, Computer Science, Public Health, Business Administration, Industrial Engineering, or a related field.
- Master’s degree in a similar field is preferred but not required.
- 5 years of experience in business or systems analysis, with a focus on healthcare, public health systems, or information systems. 7+ years of experience preferred.
- Demonstrated experience in gathering, analyzing, and documenting system requirements, particularly for complex public health systems or surveillance tools.
- Experience working with electronic disease surveillance systems (EDSS) or similar public health data systems is highly desirable.
- Experience in public procurement processes, including developing and reviewing Requests for Proposals (RFP).
- Experience with vendor management and supporting procurement and implementation of IT systems.
- Proficiency in business process modeling, requirements-traceability matrices (RTMs), and other analytical tools.
- Familiarity with systems design, development methodologies, and public health workflows, including data collection, transformation, and case investigation.
- Experience with leading collaborative healthcare, public health, or human services business process redesign (BPR), using business process model and notation (BPMN) techniques for system design and configuration.
- Experience with system template forms design, workflow automation, data integration, and data analytics tools.
- Understanding of health informatics, disease surveillance practices, and health data standards such as HL7 or FHIR is preferred.
- Communication & Collaboration:
- Strong interpersonal and communication skills, with the ability to facilitate meetings and collaborate with diverse teams, including technical, non-technical, and public health professionals.
- Proven ability to work with cross-functional teams to bridge the gap between business requirements and technical solutions.
- Experience in stakeholder management, including working with public health officials, government agencies, and external vendors.
- Project Management:
- Experience in project planning and management, including creating and maintaining work breakdown structures (WBS) to track project milestones and deliverables.
- Ability to work in fast-paced environments and manage multiple priorities while meeting deadlines.
- Strong problem-solving skills and the ability to manage complex tasks with limited supervision
