Description

Come join our talented team that delivers Application Operations, Maintenance, and Modernization services while sustaining mission-critical grants management systems for a federal agency. Our team consists of application developers, business and requirements analysts, project managers, and database developers and administrators. We are embarking upon exciting initiatives to modernize multiple legacy on-premise systems. We are performing systems engineering tradeoff studies to evaluate and eventually implement alternative state-of-the-art technologies while we implement ongoing minor system fixes and enhancements. Our vision is to migrate all of the heterogenous on-premise host platforms into an integrated, shared services Cloud computing environment.


The Business Analyst/Tester is responsible for a combination of requirements management and application testing activities.


Specific Business Analyst responsibilities include:

  • Assess the suitability of information systems and software applications in terms of their intended outcomes and liaise with end users, software vendors, and programmers in order to achieve organizational and mission objectives
  • Analyze business workflows and associated processes and document the business objectives for each organization
  • Derive high-level IT-related system requirements to provide the necessary computing capabilities for the target computing environment
  • Decompose high-level system requirements into hardware and software technical requirements
  • Perform Requirements Management functions to identify, develop, and monitor the implementation of the required new system capabilities
  • Support software developers and testers operating in an agile development environment to ensure that requirements are allocated to the proper releases and sprints and are successfully validated during User Acceptance Testing prior to the deployment of application upgrades to the end users
  • Support systems engineering-related technical/cost/risk/benefit tradeoff studies that evaluate technical alternative solutions based on pre-defined evaluation and scoring criteria
  • Support end user training
  • Support Business Process Reengineering initiatives
  • Participate in business and technical process improvement activities
  • Perform stakeholder management
  • Review technical documentation and author technical content for requirements-related documentation, including the Requirements Traceability Matrix (RTM)

Specific Testing responsibilities include:

  • Perform testing of application upgrades and enhancements and new software development products in a Cloud environment across multiple tiers of testing, including: functional and load/performance testing; User Acceptance Testing (UAT); unit testing; system integration testing; regression testing; system checkout testing; stability/longevity testing; and release validation testing as part of an overall quality control program to ensure the delivery of high-quality software products.
  • Participate in the development of Test Plans, Test Cases, Test Procedures, Test Data, Test Scenarios/Scripts, and Test Reports
  • Collaborate with Database Administrators and Systems Engineers to maintain the test environment

Requirements
  • Bachelor’s Degree in Computer Science, Business, Accounting, Finance, Mathematics, or similar discipline. Substitution of experience for education may be made where four (4) years of additional experience will be equivalent to a four (4) year degree.
  • Minimum of 8 years Agile Software Development and Testing experience
  • Minimum of 4 years demonstrated experience in the Job Functions described above
  • Experience with the following business applications to extract and report performance data: Serena Dimensions Configuration Management, Jira, Microsoft Project, Microsoft Excel, PowerPoint, and other Microsoft Office 365 tools
  • Strong teamwork skills
  • Excellent verbal and written communication skills

Desired Skills & Qualifications: (Nice to haves only)

  • Test driven development methodologies in an Agile environment
  • Experience with federal grants programs
  • Experience testing in environments deploying the following technologies: Oracle 19 DBMS, Red Hat Enterprise Linux (RHEL) Version 7.5, Unix/Linux server platform, WebLogic, MicroStrategy Business Intelligence software, SiteMinder, Weblogic, FedRAMP-certified Cloud-based Software-as-a-Service (SaaS) shared services environment
  • Scrum Master experience
  • Expertise in Agile development methodologies
  • Experience in automated testing

Certifications: It is desired for the candidate to possess one or more of the following certifications:

  • Salesforce Certified Developer Certification
  • ServiceNow Certified Application Developer
  • Certified Scrum Master (CSM)

  • In order to meet the clearance requirements for this opportunity, candidates must be authorized to work in the US

  • Public Trust background investigations can take approximately four to eight weeks and requires fingerprinting.

  • The salary for this position is $80,000 - $114,000 annually
