Budget Analyst

Nationwide Remote Office (US99)

ICF is seeking a Budget Analyst with prior federal government financial/budget management experience to support a Department of Defense (DoD) client in the Washington, D.C. metro area (i.e., the DMV). The position will work with the client’s Chief-of-Staff and other leaders to help execute the client’s annual budget/spend plan formulation process, software and supply ordering, travel planning, Risk Management Internal Control (RMIC) program, Support Agreements, printing requests, Human Resources (HR) operations, and other operations support requirements. This is a highly collaborative position that often requires immediate-to-quick response to client needs. As a client-facing role, it requires excellent communication, client engagement, and organizational skills.

Key Responsibilities:

  • Provide financial services support to include, but not be limited to:
    • assisting in spend plan/budget development, budget execution tracking, and purchasing
    • preparing periodic finance/budget updates/deliverables for organization leaders
    • responding to finance/budget-related requests from higher headquarters
    • keeping the client Chief-of-Staff informed on all client finance/budget matters
    • coordinating with higher headquarters to ensure client compliance with all finance/budget requirements and standards
    • analyzing accounting records to determine financial resources required to implement programs and make recommendations for budget allocations to ensure conformance to budgetary limits
    • reviewing operating budgets periodically to analyze trends affecting budget needs
    • preparing documentation for the purchasing of supplies, software, etc.
  • Provide administrative support to the client’s RMIC program, which includes developing and submitting periodic reports to higher headquarters and ensuring compliance with DoD/Defense Health Agency regulations, policies, and guidance.
  • Provide Support Agreement support, to include:
    • coordinating revisions, signatures, tracking, and reporting
    • managing a broad portfolio of official organizational agreements, including data use agreements
    • ensuring agreements comply with applicable DoD regulations, policies, and instructions.
  • Provide HR support, including, but not limited to, the development of personnel action packets and tracking of open personnel actions.
  • Provide travel, planning, and information dissemination support utilizing the Defense Travel System (DTS).
  • Support the development of internal documents, such as Standard Operating Procedures (SOPs).
  • Support organization supply operations, such as managing on-hand supplies and ordering.
  • Prepare and edit technical or general documentation using various software packages, such as Microsoft Word, PowerPoint, Excel, and Windows.
  • Prepare read-ahead materials for scheduled meetings and provide meeting logistics support as needed.
  • Help to maintain the team’s MS Outlook calendars.

Mandatory Qualifications (Minimum absolute requirements):

  • BS degree in business, management, or economics
  • 3+ years of US federal government budget experience
