THE JOB: Billing Advisor, Physician Business Services

The starting salary range falls within the minimum to mid-point of the salary range.

Starting Salary Range: $62,703 -$ 78,380

Reporting to the Manager, Physician Business Services the Billing Advisor, is part of the Physician Business Services team and will develop and expand fee for service (FFS) billing support services for physicians and MOAs. The Billing Advisor will also support this work by ensuring that billing education goals meet their targets as per the Business Pathways plan. 
The role includes participating in meetings with various stakeholders, various levels of government, physicians, other departments of Doctors of BC and Sections/Societies. The Billing Advisor is responsible for taking a proactive approach to ensure progress occurs across projects, and that project milestones are met and effectively communicated across the team, department, and with internal and external stakeholders. This role will be involved in learning sessions, promotion, strategic discussions, and managing program and initiative budgets. Key areas of responsibility are:

Billing Education:

  • Lead and develop fee for service (FFS) billing education modules related to General Preamble and Fee Guide such as; webinars, billing articles and self learning billing tutorials for publication on the Doctors of BC website and others (as requested);
  • Liaise with the Doctors of BC Communications department and the Business Pathways Team to produce education material for the program;
  • Will work closely with the Audit and Billing Partner, Fee Guide Manager, Fee Guide advisors in various departments across the organization ( e.g., Econ and FPSC and LFP) as directed
  • Ensure billing content is developed in collaboration with our Partners / Stakeholders at the Ministry of Health ( e.g., MSP / HIBC, BIP) and adheres to appropriate audit & billing protocols and may liaise with the audit and billing partner related to audit trends;
  • Liaise and advise on appropriate billing protocols and education opportunities with all Physicians including, Sections, MOAs, UBC and other Stakeholders.

CME Billing Accreditation:

  • Lead, develop and oversee fee for service (FFS) billing course modules and ensure course learning objectives are met for the CME application process;
  • Compose all program module presentations for Physician speakers;
  • Facilitate and lead the CME application for the Scientific Planning Committee; and
  • Liaise with external stakeholders, conduct and track post-session evaluations, compose annual reports, and manage expectations with presenters and physicians / other stakeholder groups.

  • Provides recommendations into plans/ strategies in other functions/departments, coordinating information across areas for planning purposes
  • Conducts discussions with and writes memoranda to all levels of colleagues and peer groups in ways that supports troubleshooting and problem solving
  • Explains the context of interrelated situations, asks probing questions, and solicits multiple sources of advice prior to taking action when appropriate

Problem Solving (A):

  • Diagnoses problems using formal problem-solving tools and techniques from multiple angles, probes underlying issues to generate multiple potential solutions and identifies potential consequences and risk levels
  • Proactively anticipates and prevents problems and seeks support for problem definition and methods of resolution
  • Devises, makes recommendations, and guides implementation of corrective and/or preventive actions for complex issues that cross organizational boundaries and are unclear in nature

Thoroughness (I):

  • Demonstrates operational agility. Uses organizational systems that result in multiple critical activities to be identified and completed on time. Renegotiates priorities as necessary
  • Puts systems in place and uses them to monitor and detect errors and problems. Tests and inspects outputs and applies quality checks prior to work submission

  • Establishes and maintains relationships and alliances with peers, contacts and key business partners
  • Shares information and readily determines to whom to go for relevant information.
  • Provides informal functional leadership of peers and lower levels, distributing work and monitoring outcomes; may lead small project working teams

 WHAT YOU BRING

  • A university degree and/or recognized professional designation in a related field, and up to four years of progressive and related experience; or an equivalent level of related work experience in lieu of post-secondary education
  • Demonstrated understanding of the Guide to Fees and the Medicare Protection Act.
  • Experience in project management and adept at balancing significant concurrent activities and projects with attention to detail and effective time management.
  • Excellent judgment in setting priorities, and managing time, identifying issues and problem-solving while working towards deadlines.
  • Proven ability establishing credibility with physicians, health care providers and support staff, and working with diverse groups who have different interests.
  • Budget development and management skills are assets.
  • Demonstrated experience and problem-solving skills in strategic areas, complex and adaptive change and community development.
  • Excellent research and writing skills and proven ability to develop clear and concise communication.
  • Ability to work effectively and efficiently independently and as a member of the team.
  • Ability to travel provincially upon request.
