We’re seeking a compassionate, behavioral health professional with lived experience and experience in meeting the holistic needs of our recovery communities. The Manager must have a proven track record of implementing racial equity initiatives while providing exceptional trauma informed care and peer support to recovery communities to join our team as the Behavioral Health Resource Center Manager. The Behavioral Health Resource Center (BHRC) is an innovative facility that is developed through partnership between the Multnomah County Board of County Commissioners, the Health Department, the Joint Office of Homeless Services and various community stakeholders, including individuals with lived experience.
This position will provide management, leadership, and oversight to the Behavioral Health Resource Center (BHRC), a multi-service site for persons with behavioral health concerns who are also experiencing houselessness, that includes a Day Center, a Mental Health Shelter and a Bridge Housing program. Programs will be operated by contracted providers, requiring this position to manage multiple functions, budget and financial events, and interactions between County Behavioral Health staff and contracted providers, clients, members of the public, internal and external boards, and community partners. Collaborate with system partners to identify gaps and resources, and to develop strategies to increase resources for and engagement with BHRC participants. Create a work culture of respect, trust and understanding for the highly diverse populations the Health Department serves in the office and in the community.
As the Behavioral Health Resource Center Manager other duties will include:
Continuous Quality Improvement
Analyze and review relevant laws, regulation, policies and procedures to ensure compliance
Host and facilitate ongoing advisory board for the BHRC, including scheduling meetings, taking minutes and documenting and assigning action items, and applying feedback to improve services
Lead efforts with regard to audits, addressing/responding to audit recommendations, use CQI tools to report challenges, barriers and events that impact workflow, process and systemic issues
Report outcomes, challenges, and successes, as needed
Communicate updates and changes to staff, both County and contracted members. Continuing program improvement, data analysis, policy and procedure development in collaboration with QM
Community Building:
Provide expert guidance to other departments, the general public, and/or outside agencies; represent the County to the public, elected officials, other agencies, governments, and organizations
Coordinate on-site community events, including cultural and networking opportunities for stakeholders and participants
Participate and lead trainings, as requested
Incorporate decisions and changes to those with community partners and contracted agencies so all are aware of current standing and processes
Provide information to the County Public Information Officer directly or through Health Department leadership for public relations events or requests for information to fully and accurately describe the Resource Center and its programs to support the community
Program Oversight and Management:
Provide oversight and leadership to contracted providers and other County programs that combined operate the Behavioral Health Resource Center
Act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues
Provide regular and consistent on-site support to assist with coordination and communication between providers and County programs represented at the center
Provide technical support to contracted providers and direct management and supervision of County staff
Maintain communication with Department leadership in order to highlight gaps, needs, emerging situations and critical events related to BHRC
Support contracted providers in program development and expansion as appropriate
Recommend or develop policies/procedures that guide programs and services
Work with Division, Department and County leadership to maintain facility budget and to address funding needs, which will be funded and supported by a diverse array of funding streams through contracts, agreements and direct and indirect funds
TO QUALIFY:

Education/Certification: Bachelor's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet qualifications. A Peer Support Specialist, Certified Recovery Specialist, Peer Wellness Specialist, etc. Certification is required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) - complete within 90 days of hire- more information can be found at MHACBO website.

Experience/Training: Equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience). This includes two (2) years of leadership experience.

Type of Position: This non-represented position is not eligible for overtime.
Teleworking (if applicable): At this time, this position is designated to “routine telework,” meaning you will be working remotely (from home) most of the time. As with all routine telework positions, employees may be required to come into the office on occasion or visit a location in the community. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
