Job Summary:The Audit Manager is responsible for the overall audit program for groups assigned. This position provides independent auditing, identifies office/job problems, and provides constructive solutions. Facilitates audit job meetings to determine audit progress, adequacy of scope, and audit issues. This position has the responsibility for final audit reports, reviews reports to achieve consistency, and minimize duplication of audit efforts. Reviews the quality of audit work to ensure compliance with Generally Accepted Government Auditing Standards (GAGAS), International Professional Practices Framework (IPPF) Audit standard and/or the International Fuel Tax Agreement (IFTA)/International Registration Plan (IRP) Audit standards. This position is responsible for multiple engagements and ensuring all audits are completed in accordance with the annual Audit Plan. This position reports to the Chief Auditor. Occasional overnight travel up to 10%.

This position may be available for remote work within Arizona (Two (2) days per week in the office/hoteling).

Job Duties:Manages and coordinates supervisors ensuring audits are performed in accordance with appropriate audit standards. Responsible for the accuracy of audit data collected, authenticity of information gathered, quality of recommendations made, and the reasonableness of audit recommendations. Coordinates between work groups to minimize duplication of efforts between different audits and enhance overall audit efficiency and effectiveness of Audit and Analysis.
Oversees quality assurance reviews of work documents and audit reports to ensure findings are comprehensive, objective, consistent, supported by the audit work, and meets the audit requirements. This position performs quality assurance reviews over work documents to ensure each audit finding is appropriately supported by audit work and was performed in accordance with the audit unit manual and appropriate audit standards.
Direct and mentor supervisors and their auditor staff in their work group through performance plans, annual evaluations, verbal comments, coaching notes comments, and responses to staff questions by suggesting new and innovative techniques in audit procedures to improve the efficiency of the auditor. Share their knowledge of advanced level audits skills and techniques with peers and lower level staff through meetings, work-paper reviews, responses to staff questions, training, and mentoring. Trains staff in more efficient ways of doing things.
Reviews and signs each audit report, determines the reasonableness using in-depth understanding of state and federal laws and regulations to ensure the recommendations being made on an audit are appropriate, reasonable, and audit recommendations are specific to the audit issue. Ensures the audit recommendation is appropriate and supported by all the facts. Ensures audit reports are comprehensive, objective, and supported by the audit work.
Reviews audit plan progress to identify when a work group is not progressing as planned through discussion with the supervisor, progress reports, observation, make the appropriate decisions, and take the necessary steps to correct the situation. This position must provide guidance and assist the supervisor to ensure timely completion of Audits.
Maintain professional knowledge and skills and apply that knowledge to the management of audits. Verifies compliance with appropriate standards, develops criteria, and supervise audit procedures. Assists in the implementation of audit policy and changes in audit standards.

Knowledge:
- Extensive knowledge of and skills in applying auditing and accounting principles and practices.
- Knowledge of department policy and procedures; state policy, law and administrative rules, federal rules, and regulations.
- Knowledge of Generally Accepted Government Auditing Standards.
Skill:
- Collecting and analyzing complex data, evaluating information and systems, and drawing logical conclusions.
- Using a computer with Google Workspace, and work processing, spreadsheets, other business software to prepare reports, memos, summaries, and analyses.
- Effective verbal and written communications, including active listening skills.
- Skill in presenting findings and recommendations.
- Skills in establishing and maintaining harmonious working relationships with co-workers, agency staff, external contacts, and work effectively in a professional team environment.
- Extensive skills in planning, project management, and in maintaining composure under pressure while meeting multiple deadlines.
- Skills in negotiating issues and resolving problems.

- Establishes effective working relationships with fellow auditors, management, and audit clients to coordinate an efficient audit through good communication.

- Assesses financial, compliance audit environments, and applies established solutions that bring understandable and accurate improvements.
- Suggests solutions and communicates concepts in a manner that the audit clients, management, and fellow auditors can understand.

- Be cognizant of the potential for hostile situations and applies the requisite positive behavior to diffuse the situation.
- Ability to coach and develop employees, including continuous improvement practices and principles.
Knowledge and skills are typically acquired through a combination of education and experience equivalent to Bachelor's Degree in Finance, Business Administration, Information Technology, or related field.
Pre-Employment Requirements:This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Certified Public Accountant (CPA) or Certified Internal Auditor (CIA)
This position requires a minimum of 3 years of experience in auditing (GAGAS), and a minimum of 3 years of supervision or team lead experience.
