The Department of Insurance and Financial Institutions licenses, monitors, investigates, examines, and ensures the safety and soundness of, regulated entities. The Department also helps resolve consumer complaints against financial-services and insurance entities; takes action in response to violations of law; encourages competition, innovation, and economic development; collects taxes and assessments that support State government operations; combats auto theft and insurance fraud through public awareness campaigns, and funding for law enforcement and dedicated prosecutors.
Our mission is to help Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws and by providing information and assistance and to combat vehicle theft.
ASSISTANT DIRECTOR - FINANCIAL INSTITUTIONS

Job Summary:Directly supervise and manage a team of highly skilled financial examiners who perform examinations and analysis of the conditions and overall operations of various financial entities licensed by DIFI. Create and manage the schedules for all financial examinations of banks, credit unions, and trust companies conducted by the Department. Coordinate financial examinations with relevant federal regulatory counterparts. Provide overall supervision, management and training to DIFI employees.
Review and approve final reports of examination to ensure quality, accuracy, reasonableness of findings and ratings, and compliance with applicable legal authority or federal and state regulations. Determine priority of action and severity of investigations regarding complaints received against licensees. Oversee any cases involving violations of laws by licensees, and determine the severity of civil money penalties, if warranted. Provide DIFI leadership with periodic updates on the financial health and conditions of AZ chartered financial institutions.
Participate in exit interviews with management and directors of financial institutions. Provide a central point of contact for AZ chartered banks, credit unions, as well as trust companies. Provide AZ chartered banks, credit unions, and trust companies with updates on any changes in DIFI policies and procedures relating to the operations and supervision of financial institutions. Manage and supervise all tasks related to DIFI's membership in any state and national associations and organizations, including any tasks related to accreditation requirements.
AGENCY IMPROVEMENT: Actively create and lead meetings and working groups designed to identify, develop and implement improvements to systems, processes and information resources to help the agency perform its duties more efficiently. Actively provide DIFI leadership with suggestions and recommendations for possible improvements to current DIFI processes and possible restructuring to current Division organization and task assignments in order to meet all current demands of the job. Find and implement more division cross training opportunities for DIFI staff.
Job Duties:• Supervisory duties for all employees in the Division. Directs, instructs and counsels examiners in carrying out a variety of tasks and reviews their work products. Provide feedback and suggestions to improve examiners overall work product
• Review report of examinations for accuracy, consistency and legal compliance. Work with examiners to improve current processes relating to the creation of reports of examination
• Participate on on-site examinations of banks, credit unions, and trust companies to stay abreast of the challenges and risks they face and to provide mentoring of staff/new examiners and ensure the on-site examination process runs smoothly
• Review all new applications for the formation of institutions that fall under DIFI's jurisdiction. Review changes to business plans of current DIFI licensees for compliance with state and federal regulations
• Oversee the training of staff and ensure they have the resources, and continue to obtain expertise in their respective fields. Research and identify new training opportunities to be implemented for the benefit of DIFI's staff
• AGENCY IMPROVEMENT: Work on reviewing and updating existing DIFI processes and structure in order to direct resources more efficiently. Research and assign new training opportunities designed to address current industry demands and develop more well-rounded financial examiners. Meet DIFI leadership to propose modernization projects and manage the development and operation of any adopted modernization projects
• Coordinate exam planning and execution with other state and federal supervisory authorities. Coordinate tasks related to DIFI's participation and accreditation in any state and national associations and organizations.
• Maintain constant communication with DIFI licensees and other interested parties. Work with licensees on updating current policies to any changes in applicable law

• To accurately grade the relative risk of in institution's balance sheet
• To review real estate appraisals and other collateral methodologies
• Researching, analyzing and interpreting complex financial data
• Interpreting complex laws, rules and regulations
Ability:
• Determine compliance with internal policies, internal controls, and compliance with state and federal laws
• Have the ability to find and create new and innovative training opportunities for DIFI staff
• Determine whether the institution has ability to fund its commitments
• Determine whether the loan loss reserve amounts are reasonable

Selective Preference(s):• Past experience and training in examinations or investigative work related to Banks/Trust Companies
• Knowledge of the State and Federal laws pertaining to Banks, Credit Unions, and Trusts Companies
• Professional designations such as Certified Public Accountants or Certified Fraud Examiner
Pre-Employment Requirements:• Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.11)
• Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment
