SUMMARY:   Responsible for supervising the overall operation of a program, including multiple projects for one client, and implementing a clear line of communication between sales and technical operations. In addition, the Program Manager serves as a consultative resource for all existing and potential clients and may participate in presentations as required.  This role is responsible for budget management, cost management, scope management, risk, change management, and issue management for each assigned project and/or program.  The Program Manager will mentor and train team members. The Program Manager (field staff) will be required to travel to client project sites.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned in conformance with state and federal regulations.

 

  1. Communicates with clients to discuss and develop solutions to recognized architectural and engineering concerns. 
  2. Develops cost baselines at project initiation and tracks project performance on a regular basis to ensure accurate cost expenditure vs. project progress.
  3. Trains and mentors field staff and direct reports.
  4. Develops project execution plans at project initiation and follows through during execution.
  5. Identifies strategic partners and suppliers to supplement existing project teams.
  6. Reviews resource forecasts and develops hiring strategies for projects in pipeline.
  7. Accountable for project performance to include budget, schedule, quality and scope management.
  8. Ensures project activity adheres to contractual scope and identifies project risks to avoid scope creep.
  9. Manages projects on a regional basis to ensure client satisfaction, quality production and financial performance.
  10. Responsible for program contribution to business profit and loss center.
  11. Maintains appropriate project documentation and document log on local server.
  12. Supports sales team in responding to client proposals and developing cost estimates.
  13. Comfortable with managing large programs across hundred-thousands of locations in different regions across the US simultaneously.
  14. Provides regular weekly/monthly/quarterly performance reporting as it pertains to project/programs under their purview.
  15. Travel by Plane, Motor Vehicle, Train (40% of workweek) to client sites across the U.S. 
  16. Must dictate to the team the program’s standards and procedures.
  17. Serves as the main point-of-contact with client during the execution of projects and programs.  Prepares progress reports to share with client.  Assures client satisfaction and goals are met through timely responsiveness and feedback. Attends meetings with Sales team and client.
  18. Facilitates communication across work streams and projects to minimize disruption to the organization of program/project implementation.
  19. Responsible for managing programs within budget and on-time, while providing high client satisfaction. This includes managing budget, potential risk, client communication, change orders, and report delivery.
  20. Manages field staff and staff’s schedule.
  21. Involved in developing new service offerings. 
  22. Creates and develops report templates. 
  23. Responsible for proposal development of client and project specific scopes of work.
  24. Directly interfaces with sales staff to assure client expectations are being met.  Serves as an available consultative resource for clients and may participate in sales calls or presentations.
  25. Performs technical reviews of deliverables for technical accuracy, client expectations, compliance of scope and consistency.
  26. Reviews and evaluates work progress, identifies problems, and provides technical direction and guidance to assigned staff.
  27. Acts as technical lead, providing guidance and technical direction for field staff.
  28. Supports the department’s recruiting activities through resume review, phone screens, interviews, and selection of candidates for field staff roles.
  29. Complies with federal, state, and local legal requirements by studying new and existing legislation, anticipating future legislation, enforcing adherence to requirements, and advising management on necessary action.
  30. Protects operations by keeping company information confidential.
  31. Delivers outstanding customer service through timely response and proactive solutions to clients’ needs.
  32. Demonstrates BV’s guiding principles in support of the company's strategic goals.
  33. Follows all documented policies, Standard Operating Procedures, and Work Instructions applicable to the position and support of BV's quality standards and strategic initiatives.
  34. Maintains safe and clean work area by complying with all procedures, rules, and regulations.
  35. Must be able to meet the physical demands of the job.
     

SUPERVISORY RESPONSIBILITIES:  Supervises employees on the team in a direct reporting relationship. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, addressing complaints, and resolving problems.
 

 

QUALIFICATIONS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience:

  • For AM, PjM, TRX, WP, ALTA: Bachelor's degree (B.A. or B.S.) from four-year college or university in related field; minimum of five to seven years of related experience. In lieu of degree, eight to ten years of related experience and/or training, or equivalent combination of education and experience.
  • For Seismic: Bachelor’s degree in Structural Engineering required.  The ideal candidate will have ten years of experience in general structural engineering of buildings, five years of experience in seismic design and analysis of buildings, and three years of seismic risk assessment experience.
     

Certificates, Licenses, Registrations:

  • Field roles: Valid driver's license required with no significant MVA points/violations (clean driving record). Personal credit sufficient to charge business travel expenses of up to $3,000 required.
  • Current PMP preferred for Project Management Division.
  • Current Certified Energy Manager, BPI Building Analyst, HERS II Rater, HERS Building Performance Contractor, Multifamily GreenPoint Rater, Certified Energy Engineering Professional, or ADA certified (such as ADAC, CASp, TX RAS, IBC Certified Inspector Plans Inspector) preferred for Asset Management Division.
  • Current Registered Architect or Professional Engineer preferred for Architecture & Engineering or Asset Management Division.
  • Current AHERA, Asbestos Inspector Certification, or OSHA-40-hour certification preferred for Environmental Division.
  • Professional Land Surveyor (PLS) preferred for ALTA Division.
  • For Seismic: Professional Engineer (PE) licensure required, preferably in CA, WA, or OR state.

 

Language Ability: Ability to write reports, business correspondence, and standard operating procedures. Ability to effectively present information and respond to questions from clients, peers, and technical field staff.

 

Reasoning AbilityAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions and deal with several abstract and concrete variables. 

 

Technology Skills: To perform this job successfully, an individual must be proficient in operating a computer, having knowledge of word processing software, spreadsheet software, and project management software. To perform this job successfully, an individual must be able to operate an electronic tablet in the field for live data collection.

While performing the office/offsite duties of this job:

 

The employee is regularly required to use hands. The employee is frequently required to stand, walk, sit, talk and hear. The noise level at the project site is usually moderate.
