Overview
Devis is seeking a highly skilled ASP.NET Services Engineer to join our team in support of the House Clerk’s Office modernization efforts. The successful candidate will play a critical role in developing and maintaining microservices, leveraging ASP.NET Core and related technologies to deliver modern, scalable, and robust applications. This position requires hands-on expertise in microservices development, database integration, and API management within an agile environment. The ASP.NET Services Engineer will work as an integral member of an established Integrated Program Team (IPT), contributing to the rapid evolution and enhancement of legislative systems. This position is primarily located on Capitol Hill, with occasional off-site work as approved by the client. This role is contingent upon award.

Overview
Devis is seeking a highly skilled ASP.NET Services Engineer to join our team in support of the House Clerk’s Office modernization efforts. Primary Duties
- Design and develop microservices using ASP.NET Core in C#.
- Build and integrate PostgreSQL databases using EFCore.
- Develop and maintain GraphQL schemas and APIs.
- Create and execute unit tests for microservices and APIs.
- Integrate observability tools such as Open Telemetry for performance monitoring.
- Troubleshoot and debug issues reported by testers and end-users.
- Participate in daily standups, sprint planning, and retrospective meetings.
- Contribute to CI/CD processes using Azure Pipelines and other DevOps tools.
- Maintain comprehensive technical documentation.
- Participate in code reviews to uphold best practices.
- Bachelor’s degree in Computer Science, Software Engineering, or a related field, or equivalent work experience.
- 5+ years of hands-on experience developing microservices using ASP.NET Core and C#.
- Strong experience with PostgreSQL database development and integration using EFCore.
- Proven expertise in developing and maintaining GraphQL APIs and unit test suites.
- Familiarity with agile methodologies, continuous integration/continuous delivery (CI/CD) practices, and DevOps processes.
- Excellent problem-solving skills and the ability to diagnose and resolve technical issues in complex environments.
Preferred Qualifications
- Experience with cloud-based environments, particularly within Microsoft Azure, including the use of Azure Pipelines, Kubernetes (AKS), and Helm.
- Familiarity with observability frameworks and performance monitoring tools such as Open Telemetry.
- Prior experience working on government IT modernization projects or in a federal contracting environment.
- Relevant industry certifications (e.g., Microsoft Certified: Azure Developer Associate) are a plus.
