Job Summary:The Arizona Workforce Council Administrator ("Administrator") oversees the state's workforce board, ensuring compliance with federal and state policies while managing key Arizona workforce council initiatives. The Administrator provides oversight of the Arizona Workforce Council ("Council"), its committees, and the state's Local Workforce Development Boards.
This role is responsible for coordinating Council meetings, onboarding new members, executing strategic initiatives, managing Council workgroups, aligning the State Workforce Plan with local boards, overseeing Council staff, leading the development and implementation of new Council policies, and ensuring compliance with state and federal reporting requirements.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
Job Duties:Governance and Compliance
• Policy Implementation: Ensure all workforce programs adhere to WIOA regulations, Department of Labor (DOL) guidance, and state policies while monitoring program performance for continuous improvement
• State & Federal Statutory Reporting: Ensure compliance with all state and federal workforce reporting requirements, preparing and submitting necessary reports to the U.S. Department of Labor and Arizona legislature
• Board Coordination: Plan, coordinate, and execute Arizona Workforce Council meetings, ensuring all materials, presentations, and discussions align with workforce priorities and compliance requirements as well as coordinating follow-up on action items
• Manage Board & Staff Training: Onboard, educate and train Arizona Workforce Council members and staff on WIOA regulations, fiduciary responsibilities, and best practices for workforce system effectiveness
Strategic Planning & Execution
• State Plan Development and Alignment: Lead the creation and updates of the state’s WIOA plan, incorporating input from stakeholders (business, education providers, local workforce boards
• Manage Council Workgroups: Oversee the formation, coordination, and execution of Council workgroups to support key workforce initiatives, ensuring alignment with state and federal priorities
Manage Council Staff
• Oversee and provide direction to Council staff, ensuring effective coordination of workforce programs, Council activities, and policy implementation
Stakeholder and Membership Engagement
• Stakeholder Engagement & Partnership Development: Foster relationships with businesses, industry associations, educational institutions, economic development organizations, and community-based organizations to strengthen Arizona Workforce Council strategic initiatives and five year plan
• Membership Alignment & Recruitment: Manage Council membership, ensuring compliance with federal and state guidelines. Lead recruitment efforts to maintain a diverse and engaged membership that reflects the state’s workforce needs
Program Oversight and Monitoring
• Performance Management - Monitor local workforce development boards and programs to ensure compliance with WIOA performance metrics (employment outcomes, credential attainment)
• Financial Oversight & Resource Allocation: Collaborate with the finance and budgeting team to oversee budgetary matters related to Arizona Workforce Council programs and initiatives
• Ensure financial resources are allocated effectively
Technical Assistance and Training
• Capacity Building: Provide guidance and training to local workforce boards, one-stop centers and partners on WIOA requirements and best practices
• Innovation: Promote the adoption of innovative strategies (sector partnerships, apprenticeships) to address workforce gaps
Data and Evaluation & Continuous Improvement
• Data Analysis: Use labor market data and program performance metrics to evaluate the effectiveness of workforce initiatives
• Continuous Improvement: Lead the development and implementation of new Arizona Workforce Council policies to enhance the effectiveness of the state's workforce system and recommend adjustments to programs based on data-driven insights and stakeholder feedback
Legislative and Regulatory Updates
• Track changes to federal/state workforce laws and regulations updating state policies and practices accordingly

• Strong leadership, organizational management, and relationship-building skills
• Experience overseeing workforce plan development and ensuring local board alignment
• Expertise in compliance with federal and state workforce reporting requirements
• Exceptional communication and marketing abilities, including experience developing public outreach strategies
• Experience in financial oversight, budget management, and grant administration
Pre-Employment Requirements:• Bachelor’s degree in Public Administration, Business Administration, Human Services, Economics, Communications, or a related field (Master’s degree preferred)
