Adult Protective Services seeks a motivated, detail-oriented leader to serve as Policy Manager. The successful candidate will oversee and participate in the drafting, editing, and roll-out of clear, concise, and helpful APS policies/guidance documents. The Policy Manager is responsible for interpreting and applying federal and state statutes, rules, and regulation. The Policy Manager will also lead the team in conducting research into best practices related to Adult Protective Services and make recommendations for policy changes that would benefit APS and vulnerable adults. The Policy Manager must be an outstanding writer, with a keen eye for detail, clarity, and consistency. Further, the successful candidate will work collaboratively across APS to contribute to various Department/APS special projects and initiatives.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Essential Duties and Responsibilities include but are not limited to:
• Research and analyze departmental policies, governmental regulations, and legislation to develop APS policies, plans, and other documents for APS.
• Consult with and advise APS leadership and staff on legislative, policy, and planning issues that may impact APS.
• Provide leadership, mentoring, coaching, and direct supervision of staff. Provide oversight and direction of staff as they offer verbal and written policy guidance to DAAS staff and internal and external stakeholders.
• Work with APS team members to analyze and interpret research and reports detailing findings, recommendations, and conclusions on specific issues.
• Analyze statistical data and reports to identify and determine causes of problems and develop recommendations for improvement of the division's administrative and operational policies and procedures.
Knowledge of:
• Applicable federal and state statutes, legal codes, rules, regulations, and executive orders, and departmental policies and procedures administered by Division of Aging and Adult Services
• Policy development within a government agency and Federal and State legislative and rule-making process
• Mathematical methods, statistics, concepts, logic, and reasoning
• Leadership and supervisory techniques
Skill in:
• Oral and written communication including public presentations to internal and external audiences
• Planning and organization, strategic decision-making and setting priorities effectively and efficiently
• Data collection processes, qualitative and quantitative analysis using multiple sources and research or survey methodology
• Establish and maintain effective working relationships with leadership, division management and internal and external stakeholders
Ability to:
• Write clear, concise, and accurate reports
• Develop, execute, and manage multiple time sensitive, complex projects within defined scope with attention to detail
• Synthesize policy documents and identify key points, facts, and statistics
• Anticipate or recognize problems and issues
The ideal candidate for this position will have:
• Prefer Bachelor's Degree in Business or Public Administration, Political Science or Public Policy or closely related field and three years of professional experience in a policy, operations, or legal role; OR
• Five years of experience as noted above. Advanced understanding of state and federal legislative and regulatory processes is highly desirable. Supervisory experience preferred.
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
• In-state travel is required. Driver’s License Requirements Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
