Alaska Northstar Federal (ANF) is seeking a Proposal Manager to add to their growing team. The Proposal Manager coordinates with government contracting officers and staff to package and deliver completed proposal documentation within accepted timeframes. This position offers the ability to remote with occasional travel. 


The Proposal Manager's responsibilities will include, but not be limited to the following: 

  • Lead team and coordinate proposal development from initial planning and development through submittal. 
  • Introduction and implementation of all necessary proposal procedures and processes. 
  • Coordinate and produce proposal and marketing materials (in accordance with RFI, RFP etc.). 
  • Coordinate responses while assembling a proposal team with the relevant service, product, and business knowledge required to produce compliant artifacts. 
  • Provide non-technical reviews of proposal documents. 
  • Read and understand RFP/RFI instructions and compliance detail (Section L), evaluation factors (Section M), and communicate that detail to all relevant stakeholders. 
  • Deliver compliant, professionally produced proposals within customer defined timeframes.
  • Coordinate, review, edit, and compile proposal input from a variety of stakeholders, typically involving contributions from technical and managerial SMEs. 
  • Develop planning and review documentation and templates (e.g., schedule, work breakdown structure, capability/compliance matrices) based on RFP Perform proposal document reviews, correcting issues with spelling, grammar, and document formatting; verifying compliance with solicitation requirements; ensuring clarity and consistency; and confirming alignment with proposed solutions across documentation.
  • Communicate to Senior Management and influence proposal decisions. 
  • Create and maintain templates in line with company branding. 
  • Manage documentation in Microsoft Word, Excel, and PowerPoint, as well as Adobe, within a SharePoint repository.
  • Schedule and facilitate meetings with a variety of stakeholders to include ANF, partner, and/or customer personnel. 
  • Manage proposal documentation and versioning in library via SharePoint. 
  • Manage multiple proposals and other company or Government requests simultaneously. 
  • Manage and consolidate estimating efforts into a final cost volume. 
  • Manage variously sized proposal efforts to include long-term large proposals and short-turn-around proposals that must be delivered according to strict time schedules. 
  • Work with partners/teammates as subordinate proposal managers, interact with, and following, other teammates' proposal processes, procedures, and timelines.
Requirements

Candidate must be a U.S. Citizen 

Candidate must be clearable at the PUBLIC TRUST level.   

  • Candidate must have proficiency in MS Office 365 (Teams, Excel, Word, PowerPoint, etc.) 
  • Candidate must be detail oriented and analytical. 
  • Candidate must have strong time management and prioritization skills, English language editing skills, and attention to detail. 

Candidate must have at least 3 years of experience with the following: 

  • MS Office 365 (Teams, Excel, Word, PowerPoint, etc.) 
  • Planning, producing, and delivering compliant proposals within a complex Government Contracting business environment. 
  • Scheduling and running proposal kick-off meetings.
  • Facilitating solutioning sessions, key review meetings, final document reviews. 
  • Coordinating proposal governance/sign-off, document production, and delivery of the completed proposal material. 
  • Coordinating and updating documents in a content management system (e.g., SharePoint). 

Desired Knowledge, Skills, Abilities: 

  • Bachelor's Degree
  • Experience working within the industry-standard color-coded proposal phase process (i.e., Blue, Pink, Red, Gold, etc.).
  • Certification from APMP (Bid/Proposal Foundation, Practitioner, and/or Professional)
  • Experience with the Shipley Proposal Process 
  • Familiarity with cloud computing concepts to enhance review capabilities
