Job Summary:

This position is critical to the ADOT’s mission and five-year plan and for the financial management of the project life-cycle. This position will create, review and approve financial documents, which includes the set up and modification of ADOT projects and funding profiles, journal voucher corrections and submitting weekly billing to the Federal Highway Administration (FHWA). Will implement cost accounting principles and practices; conduct project reconciliations, create and update financial reports, respond and provide documentation for audits and other external requests. This position will assist customers with a wide array of project funding issues and support in-training staff.

This position may be available for remote work within Arizona (2 mandatory days per week in the office).

Job Duties:

Process, review and/or approve various financial documents in the current financial system used by the State of Arizona.

Create, review and approve cost structure, funding streams and budgets including the review of all relevant documents related to the setup and modification of projects to ensure accuracy and compliance.

Cost accounting functions and full reconciliations for Federal Transit Authority (FTA) Transit Grants and the Aeronautics Capital Improvement Program.

Monitor, track and correct various transactions which include but not limited to Indirect Cost Allocation, payroll and overflow.

Prepare, review and submit weekly billing to federal agencies, ensure accurate and timely federal billing as well as reviews the accuracy of expenditures of non-federal fund sources.

Support in training staff, providing solutions and making recommendations for improvement on issues.

Will conduct financial research in response to federal and state audits, will perform project reconciliations.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
- Automated Accounting System: Understand the complex project (Major Program), funding profile and budget table relationships. To assist in the analysis of complex accounting records to identify and correct errors. To conduct analysis to ensure costs are properly allocated.
- Principles and practices of Auditing and Accounting: Ensure that project complies with Generally Accepted Accounting Principles (GAAP). To understand the internal control structures and automated accounting systems.
- Knowledge of the principles, concepts, practices methods & techniques of governmental accounting, internal control structures and fiscal management.
- Understand the project life-cycle, ADOT's 5 year Construction Program and detailed knowledge of the state's accounting system.

Skill:

- Strong skills in Microsoft Office (Excel, Word, PowerPoint, SQL). Google Workspace.
- Good written and verbal communication.
- Apply information contained in contracts to financial data.
- Apply Accounting and Auditing principles to project analysis.
- Strong analytical skill in researching and reviewing financial or technical data.
- Critical thinking in resolving questions and problems presented by internal and external customers.
- Representing complex data in an easy to understand manner.

Ability:

- Communicate clearly and concisely in writing and verbally to a wide variety of internal and external customers.
- Review financial situations or issues and provide resolutions or recommendations for solutions.
- Understand complex state and federal laws relations (specifically to transportation projects).
- Collect, compile, analyze, and interpret financial data.
- Create and improve processes.
- Work in a fast paced environment with changing priorities.
- Work independently, as well as in a team setting.

Selective Preference(s):

Bachelor's degree with a major in accounting from an accredited college or university: OR a Bachelor's degree in a related field with a minimum of 24 semester hours of accounting courses.
Two (2) years of previous work experience in cost accounting, auditing or government.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
