2025 Summer Internship, Offshore Wind Energy Practice – Environment and Planning (Remote or Reston, VA; Masters)

ICF has been supporting planning, environmental and socioeconomic analyses and permitting for offshore wind development in the United States for the past decade. 2024 was a breakthrough year for offshore wind in the US, with the first project being constructed and connected to the electric grid, and more under construction. Our primary focus is on supporting the federal agency that grants projects final approvals for construction and operations, and we prepare Environmental Impact Statements to support federal decision making in compliance with the National Environmental Policy Act (NEPA). NEPA requires technical analysis, public meetings and outreach, and consultations with agencies such as the National Oceanic and Atmospheric Administration, U.S. Fish and Wildlife Service, and State Historic Preservation Offices. It’s a complex process and involves preparation of extensive documentation. ICF has large teams of managers, regulatory experts, and specialists in environmental/marine science, cultural resources and socioeconomics involved in this work.

We are looking forward to working with an intern to support our offshore wind practice. The intern will have the opportunity to work with multiple project teams that include managers, regulatory experts, and specialists in environmental/marine science, cultural resources and socioeconomics.

This is a full-time, 10-week internship that begins in early June 2025. Work may be done remotely from any U.S. location, or hybrid from our Reston, VA office. At this time, we are unable to provide relocation or housing assistance for this internship.

  • Support project management teams to track schedules, reviews, quality and budgets.

  • Perform programmatic research into offshore wind permitting and mitigation measures for cultural, socioeconomic and environmental impacts in final approval documents.

  • Assist the NEPA comment management team to respond to stakeholders and public comments on documents.

  • Perform research on offshore wind industry and regulations to support business development.

  • An interest in permitting of renewable energy projects

  • Strong organizational skills and attention to detail

  • Strong analytical skills and capabilities in Microsoft Office (specifically Excel)

  • Academic background in environmental regulatory compliance, offshore wind project development or environmental/socioeconomic-related technical area

  • Class work or experience with NEPA compliance would be a plus
