Job Summary:This position assists the Regional Traffic Engineer in managing technical reviews and providing guidance and training to the Traffic Engineering Specialists (TES), serving primarily in the Central District. The position will provide supervision, direction and technical guidance to staff in area of assignment, and support to districts. Technical tasks will vary. Focus is on Transportation Systems Maintenance and Operations (TSM&O) functions such as plan review, traffic control, Manual on Uniform Traffic Control Devices (MUTCD) compliance on signing, striping and traffic signals, and approval of private developer traffic impact reports (TIA) and designs. Internal reports related to speed studies, signal warrants, and traffic control and
operations improvements are primary functions.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Review proposed for compliance with traffic standards for operational efficiency. Review formal traffic impact analyses for private developments. Conduct field reviews on internally and externally generated signal, lighting, signing and pavement marking requests for compliance, and provide inspection and direction toward compliance. Provide reviews on construction project development documents and Traffic Impact Analysis.
Attend proposed construction project field reviews. Review project assessments and preliminary design plans for programmed projects. Attend partnering and construction meetings for contracted projects. Attend Technical Advisory Committee meetings and participate with Roadway Safety Assessments (RSA). Assist districts during inspection of construction projects and permit projects. Use a state vehicle in course of job duties.
Meet with Federal, local government and agency officials, along with private businesses and members of the public as a representative of ADOT and Regional Traffic Engineering to respond to and/or resolve traffic related issues. Prepare all manner of correspondence for Regional Traffic Engineering.
Prepare formal traffic engineering studies as needed. Conduct field inspections and collect field data region wide. Analyze operational, geometric, and crash data to resolve traffic issues. Write formal traffic reports, develop potential projects and/or countermeasures, and coordinate with internal and external partners in obtaining concurrence.
Supervise Traffic Engineering Specialists (TES) staff as assigned, and provide direction on workload. Provide mentoring, quality control reviews, technical training, and on the job training for staff within the unit.
Approve and assign work orders to maintenance crews in signing/striping and traffic signals and lighting units.

Knowledge:
- General Civil Engineering theory and practices.

- Applicable laws, regulations, standards, and specifications.
- Project development, design and construction process.
- Department policies and procedures.
- Manual on Uniform Traffic Control Devices (MUTCD), American Association of State Highway and Transportation Officials (AASHTO), Highway Capacity Manual (HCM), and Highway Safety and Operations theories.
- Knowledge of Google Workspace.

- Bachelor's Degree in Civil Engineering
- Two years experience in traffic engineering
- Professional Traffic Operation Engineer certification
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
