The Ohio Public Works Commission oversees and administers the funding for statewide infrastructure and greenspace conservation projects. This newly created Clean Ohio Program Administrator position will join our current staff of eight employees and will create and oversee the post acquisition compliance of our Clean Ohio Greenspace Program. This position will work closely with the director to monitor and ensure long term program compliance.  

The Clean Ohio Green Space Conservation Program provides $37.5 million in grant annually and is dedicated to environmental conservation including acquisition of green space and the protection and enhancement of river and stream corridors. Grant recipients agree to maintain the properties in perpetuity to be enjoyed and cherished for generations to come. 

The Ohio Public Works Commission (OPWC) was initially created to administer the State Capital Improvement Program but then the Local Transportation Improvement Program and, later, the Clean Ohio Conservation Program, joined OPWC’s line-up of funding assistance offerings. The 12-member Commission of the same name serves to advise the director. The staff work to ensure programs are administered according to the Law and Rules, and provide technical assistance to customers and stakeholders.  

Job Description

NOTE: Although a remote position, candidates are preferred to reside in Central Ohio for office meetings. OPWC will consider candidates outside of Central Ohio with the understanding that travel to and from office is required as needed.

What You'll Do:

  • Assist in the research, development, communication, and coordination of agency procedures and policies relative to administering and maintaining the Clean Ohio Conservation Program (aka COCP: $37.5 million/year).
  • Plan, develop, and administer post-acquisition compliance and monitoring activities of projects funded through the Clean Ohio Conservation Program. Determine priority project list according to risk assessment. 
  • Assess compliance with recorded deed restrictions and scope contained in project agreement including any funded site and / or access improvements.
  • Review pertinent county recorder website for any leases or other transfers of protected property by conducting detailed title search/chain of title.
  • Ability to travel statewide and conduct on site field reviews / assessments and coordinate / assign on-site visits with program staff for assistance.
  • Notify grant recipients of audit process including on-site assessment and develop / transmit program audit report. Communicate contrary findings to director for determination of action.
  • Examine, evaluate, and investigate eligibility for or conformity with laws and regulations governing contract and deed restrictions compliance of conservation projects, and perform other compliance and enforcement inspection and analysis activities.
  • Develop annual monitoring report. Determine report goals and needed items. Work with appropriate staff member to develop monitoring system to ensure report is completed and filed in the WorksWise portal.
  • Serve as the Commission’s internal subject matter expert on real estate questions/transactions, deed restrictions, and project documentation for eligibility.
  • Work with Ohio IT to develop interactive map displaying past funded projects and maintain for the addition of new projects.
  • Work with director to create and publish special reports for the program.
  • Other projects and duties as assigned by director and/or chief financial officer.

Qualifications

Minimum Qualifications:   

Bachelor’s Degree in a relevant field required (i.e. Public Administration/Business Administration, Accounting, Finance, Paralegal/Law, Real Estate or other field relevant to greenspace conservation, real estate law, etc.). Experience with compliance reviews. Experience with title searches including studying public legal documents associated with real estate ownership to establish who owns a property and verify documentation accuracy. Ability to work independently and remotely with travel as needed. 

Possess computer literacy, understanding of relevant legal terms, effective time management, excellent research capabilities, problem-solving skills and strong communication skills.

Preferred: Candidate with experience in the conservation industry or Clean Ohio funding partners such as OEPA, ODNR, park districts, and/or non-profit conservation organizations.
