Job Description:As the Chief Compliance Officer and BSA Officer, you will be a program owner and subject matter expert regarding the compliance management system and BSA/AML/OFAC program at Paytm North America which brings together merchant customers and their vendors through a revolutionized account payable and lending platform.  You will work with other fintech and financial institution partners as we build out our suite of products.  Be on the ground floor launching a world-class compliance framework with an established fIntech emerging on the North American markets.

Responsibilities:

  • In collaboration with the One97 USA, Inc. Chief Executive Officer (CEO) and Board of Directors (BOD), develop and implement an annual Compliance plan (“Annual Plan”) in alignment with One97 Communications Limited’s (“OCL”) Global Compliance initiatives to detect violations of laws and to promote ethical practices. The Annual Plan will contain all elements of the global compliance program, including risk assessments, maintaining the inventory of laws, rules, and regulations, monitoring, testing, training, reporting, investigation, and day-to-day advice on compliance and ethics matters.
  • In collaboration with the CEO and BOD develop, implement and update the policies, procedures, and components of the Paytm North America compliance program including risk assessments, training materials, communication plan, monitoring/audit plan, and the Fraud Policy.
  • In collaboration with the internal and external counsel, determine the scope of the compliance program by identifying the statutes, regulations, and rules relevant for management.
  • Monitor new laws and changes to existing legislation applicable to Paytm North America’s operations to identify emerging new risks.
  • Conduct periodic risk assessments to identify areas of non-compliance and/or areas of potential compliance vulnerability within Paytm North America’s operations and prioritize risks.
  • Report potential or actual violations of company policy/applicable law as required or advisable to the CEO, BOD, or government authorities, as required.
  • Develop ongoing reports and analysis for Paytm North America boards of directors, leadership, and regulatory authorities.
  • Foster a “culture of accountability and ethical conduct” to ensure that all levels within the country organization are engaged in the compliance program and its implementation.

  • Establish a system to monitor and evaluate the effectiveness of the compliance program to identify deficiencies and implement process and control improvements and/or other remedial actions.
  • Acts as advocate and champion of the compliance and ethics program among senior management and provide advice and counsel on compliance and ethics matters.
  • Collaborate with Internal Audit, Risk Management, and other functional areas regarding compliance activities.
  •  Represent Paytm North America in compliance industry and trade association groups.
  • In collaboration with Global Group functions, develop and implement a document/records retention and management program.
  • Manage the compliance aspects of new products and services, program agreements, joint ventures, and acquisitions.
  • Develop and maintain guidelines regarding marketing and public-facing materials in adherence to applicable regulations.
  • Work collaboratively with sponsor banks to ensure compliance management programs work together with complimentary including policies and procedures, standard operating procedures, complaints, regulatory change management, and other compliance program components.
  • Assume the role of Bank Secrecy Act officer.

Qualifications:

  • A Bachelor’s degree in business, finance, systems, or related field is required.  A JD is a plus10-15 in a Compliance function within a U.S. bank, financial institution, or fintech.
  • A minimum of 10 years of management experience, preferably in a multi-location environment.
  • Understanding of BSA/AML/OFAC laws and regulations. Previous BSA Officer experience preferred.
  • Excellent academic credentials.
  • Ability to identify and resolve complex compliance, regulatory and ethical issues and effectively communicate them to senior executive management and BOD, verbally and in writing.
  • Appropriate experience with systems and operational reporting.
  • Specific experience in unsecured open-end and closed-end lending preferred.
  • Recent experience managing compliance efforts in U.S Payment systems.A solid understanding of general ethics and Compliance practices, U.S. consumer and small business lending, and payment regulations and laws.
  • Ability to take on responsibility and be proactive on new matters and projects.
  • Proficiency in Google Suite products; database skills a plus.
  • Previous Fintech experience preferred.
  • Recent experience managing compliance efforts in U.S Payment systems preferred.
