Location:Washington, DC area with a partial remote option.
What will you do?The Senior Instructional Designer serves as a modernized learning strategist on a dynamic team that partners with federal agencies in their digital transformation. The team will facilitate and accelerate adoption of best practices and new approaches. Typical cross-functional teams may include content strategists, user experience designers, data analysts, knowledge management specialists, instructional designers, and visual designers. 
Relying on your strong instructional design and development background, your team will look to you to leverage human-centered design approaches to solving complex training, learning and performance challenges. You will meet with federal agency customers and regularly gather their insights to develop appropriate processes and solutions.  
The team will be responsible for analyzing, designing, and developing high quality solutions that empower agencies and programs to modernize the way they work so they can better serve their customers. In your role, you will be uniquely positioned to make a positive impact. 

Responsibilities:

  • In collaboration with client stakeholders and end users, implement human-centered design approaches in the development of learning solutions; 
  • Advise clients on how to improve performance through learning and promote adoption; 
  • Gather, analyze, and communicate technical requirements; 
  • Validate that training or learning is the right solution to meet client needs and suggest appropriate solutions; 
  • Conduct training or curriculum audits and ensure alignment with customers’ needs; 
  • Design training programs that apply adult learning and instructional design principles; 
  • Design for and manage development of a broad range of learning outputs including learning in the flow of work, e-learning, just-in-time learning, job aids, performance support, virtual instructor-led training and blended learning; 
  • Design and develop assessments and evaluate program results to continuously improve learning; 
  • Promote knowledge sharing, social and/or connected learning strategies; 
  • Leverage rapid, agile development techniques in the design and development of learning solutions; 
  • Stay current on industry best practices to accelerate modernization; 
  • Conduct other project duties as assigned. 

Qualifications:

  • Bachelor’s Degree in related field. 
  • 10+ years of experience in instructional systems design, training, capacity building and development.  
  • 5+ years of experience developing technical training and training documentation in a digital field. 
  • Demonstrated experience conducting job/task analysis or skills assessments, creating learning paths, designing experiential learning programs, and other formal and informal learning 
  • Demonstrated experience in programs for innovation adoption and change management  
  • Demonstrated experience in designing evaluations including collecting, compiling, analyzing, and synthesizing information. 
  • Exceptional people skills with an ability to influence decision makers at all levels of a large governmental organization. 
  • Ability to work as part of an integrated team and collaborate across functional and organizational areas. 
  • Strong oral and written communications skills. 
  • Strong attention to detail. 
  • Strong critical thinking skills. 
  • Proficiency in Microsoft Office applications (Word, PowerPoint, Excel). 
  • Employment contingent on successfully passing a public trust Federal background investigation. 

Nice to Haves:

  • Master’s degree in instructional design, organizational development, or related field. 
  • Experience designing and developing distributed learning solutions for large-scale agencies and/or the federal government. 
  • Understanding of key federal government requirements including SCORM, and Section 508 and Plain Language Act. 
  • Experience in agile product development 
  • Experience with e-learning authoring tools, virtual webinar delivery, SharePoint and JIRA. 
  • Demonstrated experience in applying human-centered design, user-experience design and change management strategies.  
  • Experience in analyzing learning data, and data visualization.
